German Evgenyevich Karachevsky (born July 17, 1968) is a Nizhny Novgorod businessman and politician, a deputy of the City Duma of Nizhny Novgorod for two convocations — from 2015 to 2025 — and general director of OOO "Nizhny Grad". From November 2021 until the end of his term he chaired the City Duma's standing committee on ecology, while also serving as deputy chair of the committee on transport and road management [1]. A member of the LDPR: during the 6th convocation he headed the party's faction in the City Duma [2], and in 2015 and 2020 the party nominated him for the post of head of Nizhny Novgorod [3].
Biography and Education
Born on July 17, 1968. Graduated from the Gorky Higher Military Rear Services School named after Marshal of the Soviet Union I. Kh. Bagramyan [1][2].
He was involved in cross-country skiing. According to the publication NizhnySeychas, Karachevsky is a four-time junior world champion and a participant in the 1992 Olympic Games in Albertville; on the national team he trained under the Honored Coaches of the USSR Yuriy Charkovsky, Valentin Samokhin, and Nikolay Lopukhov [4].
Work Before Election
According to NizhnySeychas, Karachevsky headed a design institute in Yaroslavl, after which he led a number of Nizhny Novgorod companies; he served as founder and director of firms engaged in construction, property leasing, legal services, and the operation of sports facilities [4].
At the time of his election to the City Duma and throughout both convocations he remained general director of OOO "Nizhny Grad" — this position is listed in his official deputy profiles of 2015 and 2020 [1][2].
City Duma, 6th Convocation (2015–2020)
In 2015, he was elected a deputy of the City Duma in a single-member municipal electoral district from the Nizhny Novgorod regional branch of the LDPR. The party won a single seat on its list, and Karachevsky became its only representative in the city parliament in that convocation [2][3][4].
In the Duma, he headed the LDPR faction, served as deputy chair of the standing committee on transport and communications, and was a member of the standing committee on property and land relations [2]. The deputy's public reception office was located in Prioksky District (Nizhny Novgorod) at 146 Gagarin Avenue; office hours were held on Tuesdays and Thursdays [5]. Reports on his work as a deputy were published for 2016, 2017, 2018, and 2019 [2].
NizhniySeychas credits him, among the results of his work in this convocation, with ending the practice under which residents themselves partly paid for courtyard repairs, launching social transport service to the "Tsvety" microdistrict, and supporting residents who challenged the towing of their cars. By the outlet's count, in 2019 the deputy directed 498,500 rubles from his fund to schools, kindergartens, and playgrounds [4].
Nominations for head of the city
The LDPR twice nominated Karachevsky for the post of head of Nizhny Novgorod. In 2015, his candidacy was unsuccessful [3].
In 2020, three applications were submitted to the competition: from Yury Shalabaev, the acting head of the city, from Karachevsky, and from the Communist deputy Kirill Lazorin [3]. At the session on October 28, 2020, the deputies elected Yury Shalabaev head of the city by secret ballot, with 25 votes in his favor [6].
City Duma, 7th Convocation (2020–2025)
In the elections of September 13, 2020, Karachevsky won in single-member electoral district No. 17, located in Moskovsky District (Nizhny Novgorod) [1][7][8]. In the new convocation, the LDPR had two seats: besides Karachevsky, Nikolay Chernyshov also made it into the Duma, becoming deputy chair of the commission on city development, construction, and architecture [9].
On November 16, 2021, at a meeting of the standing commission on ecology, Karachevsky was elected its chair — all seven commission members present voted for him. His candidacy was put forward by Deputy Oksana Dekterева and supported by Vladislav Atmakhov, chair of the ecology committee of the Legislative Assembly of Nizhny Novgorod Region. Karachevsky replaced Tatyana Grinevich in this post, who had moved to the regional parliament [10]. At the same time, he served as deputy chair of the standing commission on transport and road management [1].
Environmental agenda
Among the commission's achievements over the convocation, Karachevsky counted the cleanup of the small rivers Borzovka and Levinka, the reclamation of the Shuvalovsky Canal, the creation of a city directorate of parks and public gardens with unified management of green areas, the restoration of the Shveytsariya, Dubki, and Avtozavodsky parks, and the allocation of 350 million rubles for the reconstruction of a park in Kanavinsky District [9].
At the commission meeting on March 19, 2024, which discussed the results of the previous year — the reclamation of 16.39 hectares of former landfill land and the planting of 6,081 trees and shrubs under compensatory landscaping — he proposed revising planting standards to improve plant survival and building cooperation among the regional operator, district administrations, and management companies in waste removal [11].
In September 2024, Karachevsky spoke in favor of fulfilling compensatory landscaping through actual plantings rather than monetary payments, and of demanding stricter compliance with standards from developers, especially in the city center [9].
Work in the district
According to the deputy, in 2023 the district saw the improvement of the Aviastroiteley Boulevard and the area around the Ordzhonikidze House of Culture, the repair of a descent, and the laying of new asphalt on Chaadaev Street [8][12]. Among residents' appeals, he cited the management of apartment buildings and the condition of courtyards, playgrounds, and roads [12].
For 2024, Karachevsky named the following objectives: continuing the courtyard improvement program, completing the replacement of windows in kindergartens and schools, installing video surveillance, and replacing fences at educational institutions [8][12]. Among his plans, he listed the creation of a multifunctional sports and wellness complex and a new polyclinic in Moskovsky District (Nizhny Novgorod), as well as an eco-trail along the Levinka [8][12]. At residents' request, the deputy pushed for the installation of an Eternal Flame in the district in memory of those killed in the Great Patriotic War and of participants in the special military operation [8].
In August 2024, he delivered food and hygiene products to a family that had moved to Nizhny Novgorod from Kursk Region — the party branch was collecting humanitarian aid [13].
Elections to the Legislative Assembly and the end of his term
In August 2021, the election commission registered Karachevsky as an LDPR candidate in the elections to the 7th convocation of the Legislative Assembly of Nizhny Novgorod Region in Electoral District No. 4 [14]. He did not become a deputy of the regional parliament and continued his work in the City Duma.
In September 2024, commenting on the election of the new chairman of the City Duma, Evgeny Chintsov, Karachevsky expressed confidence that Chintsov would be fully immersed in the current tasks and wished him the support of all the deputies [15].
Elections of deputies to the new City Duma were held from September 12 to 14, 2025 — after the city merged with the Kstovo Municipal Okrug, the Duma received its first convocation and 39 single-member districts instead of the previous 35 [16]. Karachevsky was not elected to it: District No. 17 is represented by Igor Telenkov, and the LDPR deputy group was headed by Irina Molkova [17].
