Dektereva Oksana Vladimirovna (born July 26, 1970) is a Nizhny Novgorod public figure and politician, a deputy of the City Council of the 7th convocation (2020–2025) from single-member constituency No. 27 in Nizhegorodsky District, and deputy chair of the Duma's standing committee on ecology [1][2]. From April 2022 to May 2026 she headed the autonomous non-profit organization "Public Self-Government of Nizhny Novgorod" — the city's resource center for supporting territorial public self-government and neighborhood centers [8][10][13].

Education and career before election

She graduated from Lobachevsky University [1][9].

For more than ten years she led social and charitable projects. The best known of these is "University of the Senior Generation," a program for people of retirement and pre-retirement age that helps them acquire computer literacy and remain engaged in city life [9]. This program later became one of the three core age-focused areas of work at Nizhny Novgorod's neighborhood centers [10].

City Duma deputy

She was elected to the Nizhny Novgorod City Duma of the 7th convocation from single-member constituency No. 27; the constituency boundaries of that convocation were in effect from 2020 to 2025 [2][3]. She served as a member of the United Russia party faction [3][4][5].

In the Duma she served as deputy chair of the standing committee on ecology and as a member of the standing committee on local self-government [1][3]. The committee on local self-government handled amendments to the city Charter and the Duma's Rules of Procedure, matters of municipal service and deputies' status, the organization of territorial public self-government, and proposals for naming and renaming districts, squares, streets, public gardens, and parks [3].

According to the deputy's own reports, in 2021 the committee on local self-government held 19 sessions and considered 129 items, while the committee on ecology held 13 sessions and considered 42 items, including a site visit to the Shuvalovo landfill [3]. In 2023 Dektereva took part in 18 Duma sessions; the committee on local self-government held 20 sessions and considered 130 items, and the committee on ecology held 13 sessions and considered 44 items [5].

Within the party project "Residents of Apartment Buildings" she headed the "Work with Building Seniors" stream [5][6].

Constituency work

Constituency No. 27 covered part of Nizhegorodsky District: the Usilovskiy microdistrict, the residential areas "Medvezhya Dolina" and "Pechyorskaya Dolina", the residential complex "Mayak," the village of Novaya, and Rodionov Street, Usilov Street, Fruktovaya Street, Yablonevaya Street, Kovrovskaya Street, and Donetskaya Street [5][6].

She held public reception hours every Wednesday: in 2021–2022 at the premises of the neighborhood self-government council "Usilovskiy" on Usilov Street, and later at the #vMeste neighborhood center at 5 Donetskaya Street [3][4][5][6]. An electronic reception office was set up for urgent inquiries; together with personal messages on social media, it received up to 200 letters per month [6].

The number of written appeals grew from term to term: 285 in 2021, 258 in 2022, 891 in 2023, and 895 in 2024; the reports describe 721 and 716 appeals in the last two years respectively as having been resolved favorably [3][4][5][6]. Residents most frequently wrote about courtyard and road improvements, heating, neighborhood lighting, snow removal, felling of hazardous trees, water supply, waste collection, and housing-and-utilities matters [5][6].

On the nature of a deputy's work, Dektereva said: "A deputy's task is to get to the root of a problem and think about how it can be solved" [7].

The reports identify the following as ongoing priorities in the constituency: a full-scale renovation of the street-lighting system in the Usilovskiy microdistrict and on Kovrovskaya and Fruktovaya streets, the organization of parking spaces, the improvement of residential courtyards, and accessibility for people with disabilities [5][6].

  • Under the "Comfortable Urban Environment" program, the area around buildings No. 7, 8, and 9 on Usilova Street was improved: the road and pavement were repaired, parking spaces were added, and waste container areas were arranged [5];
  • lighting on Delovaya Street was restored and a new playground was installed on Rodionova Street next to building No. 180 [5];
  • in 2024, under the "Safe and Quality Roads" program, Fruktovaya Street and Usilov Street were resurfaced [6];
  • under the participatory budgeting initiative "Your Choice," in 2024 a playground was installed at the "Mayak" residential complex on Rodionov Street and roads were laid in the village of Novaya [6].

Allocation of deputy funds

The deputy's share of the city budget allocated within the constituency amounted to 1 million rubles in 2021 and 2022, and 2 million rubles in each of 2023 and 2024 [3][4][5][6].

The recipients were schools and preschool institutions within the constituency — schools No. 35, No. 30, and No. 102, kindergartens No. 5, No. 42, No. 445, and No. 477 — along with branches of the children's creativity centers "Uspekh" and "Nadezhda," the neighborhood self-government council "Usilovskiy," and the city library branches in Medvezhya Dolina and the branch named after K. A. Timiryazev. The funds went toward a metal detector and video surveillance equipment for schools, replacement of double-glazed windows and fencing, asphalting of a kindergarten's grounds, and equipment for creative clubs [5][6].

Public self-government and neighborhood centers

On April 27, 2022, Nizhny Novgorod's mayor Shalabayev Yuri announced the appointment of Dektereva as director of the autonomous non-profit organization "Public Self-Government of Nizhny Novgorod," noting her experience in civic activities and setting the goal of more actively drawing young people into the neighborhood centers [8].

The organization operates as a resource center supporting territorial public self-government and the development of neighborhood centers. By December 2025 the city had 20 neighborhood centers, 11 of them in the #vMeste format; work was structured around three age-focused streams: "I Want to Know Everything" for schoolchildren and preschoolers, "On the Wave" for older students and undergraduates, and "University of the Senior Generation" for pensioners. The centers hosted around 70 interest clubs, most often led by the senior participants themselves; each center also had a volunteer squad [10].

Dektereva is a member of the presidium of the All-Russian Assembly for Territorial Development and Public Self-Government and has presented Nizhny Novgorod's experience at forums in Chelyabinsk, Ulyanovsk, and Kaliningrad [6][10]. In August 2025 she participated as an expert in a strategic session on the development of territorial public self-government in Lugansk, organized by the association "Council of Municipal Formations of the LNR" and the All-Russian Assembly for Territorial Development [12].

Among the city programs run by the organization is the project "Preserve Nizhny": residents submit applications for tidying up courtyards, after which volunteers join them in painting benches and repairing playground equipment. In 2025 the project planned to renovate 35 courtyards across all districts of the city [11].

On May 12, 2026, Nikita Zezekalo became head of the autonomous non-profit organization, succeeding Dektereva in the post [13].

Public activities

Since 2022 she has been chair of the public organization "Women's Council of Nizhny Novgorod," whose activities are directed at supporting families, promoting family values, and protecting children's health [4][5][6]. In 2021 she was a member of the presidium of the regional branch of the public organization "Union of Women of Russia" [3].

Among the Women's Council events in 2024 were the family values festival "Everything Starts with the Family" in Pushkin Park, the "Kind Postcard" campaign through which 2,223 residents of care homes in Nizhny Novgorod Region received personalized New Year's greetings, the "Kind Scarf" campaign for patients at the regional oncology clinic, the traveling exhibition "A Family's History in the History of the Country" about Nizhny Novgorod family dynasties, and the city competition "Super Grandmother" [6].

She served on the selection committees of the city social-project competitions "Open Nizhny" and "SVETI," as well as the Christmas tree ornament competition "Gorkovskaya Igrushka" [3][5][6].
