Dekterева Oksana Vladimirovna (born July 26, 1970) is a Nizhny Novgorod public figure and politician, a deputy of the City Duma of Nizhny Novgorod of the 7th convocation (2020–2025) for single-member electoral district No. 27 in the Nizhegorodsky District, and deputy chair of the Duma's standing committee on ecology [1][2]. From April 2022 to May 2026, she headed the autonomous nonprofit organization "Public Self-Government of Nizhny Novgorod," the city's resource center supporting territorial public self-government and neighborhood centers [3][4][5].
Education and work before election
She graduated from Lobachevsky State University of Nizhny Novgorod [1][6].
For more than ten years, she led social and charitable projects. The best known of these is the "University of the Older Generation," a program for older and pre-retirement-age people that helps them learn computer literacy and stay involved in city life [6]. This program later became one of the three main age-group areas of work of Nizhny Novgorod's neighborhood centers [4].
City Duma Deputy
Elected to the Nizhny Novgorod City Duma of the 7th convocation from single-member electoral district No. 27; the district boundaries of this convocation were in effect from 2020 to 2025 [2][7]. She was a member of the United Russia faction [7][8][9].
In the Duma she served as deputy chair of the standing committee on ecology and was a member of the standing committee on local self-government [1][7]. The local self-government committee handled amendments to the City Charter and the Duma's Rules of Procedure, matters of municipal service and the status of deputies, the organization of territorial public self-government, and proposals on naming and renaming districts, squares, streets, public gardens, and parks [7].
According to the deputy's own reports, in 2021 the local self-government committee held 19 meetings and considered 129 items, and the ecology committee held 13 meetings and considered 42 items, including an on-site meeting on the Shuvalovo landfill [7]. In 2023 Dekterev took part in 18 Duma sessions; the local self-government committee held 20 meetings and considered 130 items, and the ecology committee held 13 meetings and considered 44 items [9].
In the party project "Residents of Apartment Buildings" (Zhiteli MKD), she headed the "Working with Building Representatives" track [9][10].
Work in the District
District No. 27 covered part of Nizhegorodsky District: the Usilovsky microdistrict, the residential areas Medvezhya Dolina" and "Pechyorskaya Dolina", the "Mayak" residential complex, the village of Novaya, and Rodionov, Usilov, Fruktovaya, Yablonevaya, Kovrovskaya, and Donetskaya streets [9][10].
She held constituent receptions weekly on Wednesdays: in 2021–2022 at the "Usilovsky" local community center on Usilov Street, and later at the neighborhood center #vMeste at 5 Donetskaya Street [7][8][9][10]. An online reception was set up for urgent appeals, which, together with personal messages on social media, received up to 200 messages a month [10].
The number of written appeals grew from one term to the next: 285 in 2021, 258 in 2022, 891 in 2023, and 895 in 2024; in the reports, 721 and 716 of the appeals from the last two years were described as resolved favorably [7][8][9][10]. Residents most often wrote about the improvement of courtyards and roads, heating, lighting in the microdistrict, snow removal, removal of hazardous trees, water supply, garbage collection, and housing and utilities issues [9][10].
Describing the essence of a deputy's work, Dektereva said: "A deputy's task is to delve into the problem and think about how it can be solved" [11].
The district's standing work priorities, as listed in the reports, include major repairs to the lighting system in the Usilovskiy microdistrict and on Kovrovskaya and Fruktovaya streets, the organization of parking spaces, landscaping of residential yard areas, and accessible infrastructure for people with disabilities [9][10].
- under the comfortable urban environment program, the areas around buildings No. 7, 8, and 9 on Geroya Usilova Street were improved: the road and sidewalk were repaired, parking spaces were added, and waste container areas were arranged [9];
- lighting was restored on Delovaya Street, and a new playground was installed on Rodionov Street near building No. 180 [9];
- in 2024, under the "Safe and Quality Roads" program, Fruktovaya and Usilova streets were repaired [10];
- under the participatory budgeting initiative "Your Call," in 2024 a playground was installed at the Mayak residential complex on Rodionov Street and roads were laid in the village of Novaya [10].
Distribution of Deputies' Funds
The deputies' share of the city budget allocated to the district amounted to 1 million rubles in 2021 and 2022, and 2 million rubles each in 2023 and 2024 [7][8][9][10].
The recipients were schools and preschool institutions of the district — Schools No. 35, No. 30, and No. 102; Kindergartens No. 5, No. 42, No. 445, and No. 477 — as well as structural units of the "Uspekh" and "Nadezhda" children's creativity centers, the "Usilovsky" TOS (territorial public self-government), and branches of the city libraries in Medvezhya Dolina and the K. A. Timiryazev branch. The funds went toward a metal detector and video surveillance for schools, replacement of double-glazed windows and fencing, asphalting of a kindergarten's grounds, and equipment for creative clubs [9][10].
Public Self-Government and Neighborhood Centers
On April 27, 2022, the head of Nizhny Novgorod, Yuri Shalabaev, announced Dekterева's appointment as director of the autonomous nonprofit organization "Public Self-Government of Nizhny Novgorod," noting her experience in public activity and setting the task of drawing more young people into the neighborhood centers [3].
The organization functions as a resource center supporting TOS and developing neighborhood centers. By December 2025, the city had 20 neighborhood centers, 11 of them in the #vMeste ("Together") format; their work was organized along three age-based tracks: "I Want to Know Everything" for schoolchildren and preschoolers, "On the Wave" for high school and university students, and "University of the Older Generation" for retirees. The centers organized about 70 hobby clubs, most often run by the older participants themselves; each center has a volunteer team [4].
Dekterева is a member of the presidium of the All-Russian Assembly for the Development of Territories and Public Self-Government and has presented the Nizhny Novgorod experience at forums in Chelyabinsk, Ulyanovsk, and Kaliningrad [10][4]. In August 2025, she took part as an expert in a strategic session on TOS development in Luhansk, organized by the "Council of Municipalities of the LPR" association and the All-Russian Assembly for the Development of Territories [12].
Among the city programs run by the organization is the "Save Nizhny" project: residents submit requests to have their courtyards put in order, after which volunteers work alongside them to paint benches and repair playground elements. In 2025, the project planned to renovate 35 courtyards across all districts of the city [13].
On May 12, 2026, Nikita Zezekalo took over as head of the organization, succeeding Dekterева in the post [5].
Public Work
Since 2022, she has been chair of the public organization "Nizhny Novgorod Women's Council," whose work focuses on supporting families, promoting family values, and protecting children's health [8][9][10]. In 2021, she was a member of the presidium of the regional branch of the public organization "Union of Women of Russia" [7].
Among the Women's Council's events in 2024 were the family values festival "It All Starts with the Family" in Pushkina Park; the "Kind Postcard" campaign, through which 2,223 residents of care homes across Nizhny Novgorod Region received personalized New Year greetings; the "Kind Scarf" campaign for patients of the regional cancer clinic; the traveling exhibition-tour "The History of the Family in the History of the Country," about Nizhny Novgorod family dynasties; and the citywide "Super-Grandmother" contest [10].
She served on the judging panels of the citywide social project competitions "Open Nizhny" and "SVETI," as well as the "Gorky Toy" Christmas ornament contest [7][9][10].
