Until age 15 he practiced swimming at the "Dynamo" school (Moscow). From 1986 — in the pentathlon section of the "Bitsa" sports complex. At the Olympic Games in Barcelona (1991) he won team silver. World champion (1994, 1995), European champion, four-time winner of the World Cup in modern pentathlon. At the Sydney Olympics (2000) he won a gold medal.

On June 27, 2006, he was appointed Minister of Investment Policy of the Nizhny Novgorod Region.

On September 13, 2015, he won election to the City Council, which led to speculation that Svatkovsky was preparing to run for mayor of Nizhny Novgorod. However, on September 24 the governor did not accept Svatkovsky's resignation from his post as deputy governor.

On Saturday at 1 p.m., the general gathering of the participants in the steamship conspiracy took place on the Nizhnevolzhskaya Embankment. They boarded, raised the first toasts. They spoke cynically — to Nizhny Novgorod, to the Nizhny Novgorod Region, to the people... But that was just at first. Then the governor gradually began to hint that if Svatkovsky were put at the head of the city, no small amount of money would come from the region.
