In September 2026, the Nizhny Novgorod administration put forward for public discussion a draft of amendments to the city's general plan, providing for the inclusion of the routing of the Sormovo–Meschera metro line with an extension to the proposed Volga station.[1] The initiative for the discussions came from the City Hall.[2]

Background

The Volga station was planned to be built in the Meschera Lake microdistrict on Proletarskaya Street — tied to the transport scheme of the Kirovsky direction and the bridge across the Volga; the possibility of extending the line to the Burnakovskiy microdistrict was also considered.[2] The first discussions of building this station arose during preparations for the 2018 FIFA World Cup, but the line was ultimately extended only as far as Strelka station.[3] According to one source, the project received a positive assessment from the Chief State Expert Review body in 2014;[2] according to another, in late 2018.[4]

In 2023, the MCU "GUMMiD" reported that active construction of the station was not planned: the Nizhny Novgorod transport infrastructure development program for 2018–2030 did not provide for such work.[4] In 2022, city residents named the Meschera direction among the priorities; this position was shared by Alexander Ivanov, associate professor at the UNESCO Chair of NNGASU.[3]

Public Discussions of 2026

A draft of amendments to urban planning documentation was put out for public discussion, which took place from September 25 to October 5, 2026.[3] The amendments provided for the inclusion in the general plan of both the existing Sormovo–Meschera line and its planned extension to the "Volga" station.[4] According to OpenNov, the legal consolidation of the transport corridor establishes an urban planning reserve for the long term, as it allows land to be set aside for future development even in the absence of funding in the current program.[1][4]

Metro Development Context

At the same time, the Sormovo–Meschera line is actively developing in the opposite direction — toward the future "Sormovskaya" station in the center of Sormovo. The opening of "Sormovskaya," originally planned for 2026, has been pushed back to late 2029; the design is being carried out by "Mosproekt-3." On Stantsionnaya Street, the demolition of garages to clear the construction site is ongoing, the intermediate stop "Varya" has been dropped from plans, and a metro depot has been designed in the Burnakovskaya lowland.[3][2] The current general plan also provides for extending the metro to Verkhniye Pechyory and Ankudinovskoe Park.[2]
