Yuri Minovich Yakimov (born 7 April 1953) is a deputy of the Legislative Assembly of Nizhny Novgorod Oblast of the 7th convocation, a member of the United Russia faction; at his main place of employment he is deputy director for personnel management at the Federal State Unitary Enterprise "Russian Federal Nuclear Center – All-Russian Research Institute of Experimental Physics" (RFNC-VNIIEF).[1][8] He holds constituent receptions in the urban okrug of Sarov.[1] Following the United Russia primary held on 25–31 May 2026, Yakimov won in constituency No. 16, which includes Sarov and the Diveyevo okrug.[9][10]

Biography

Information on Yakimov's biography is available from his profile on the "Voter — Deputy" portal. The "Educational institutions" section lists the Gorky State Pedagogical University with the date "1976," education level "higher education — specialist's degree, master's degree"; the "About himself" section notes the same year, 1976, as the year Yakimov was enlisted for active military service.[1]

Yakimov has worked at the Federal State Unitary Enterprise RFNC-VNIIEF since 1992: initially as deputy director for security — head of the security service, and from 2011 as deputy director for personnel management.[1] In July 2016 his position was given as "deputy director for personnel management — head of the personnel management service."[4]

Outside parliament

Yakimov is co-chair of the joint commission overseeing implementation of the RFNC-VNIIEF collective bargaining agreement. The results of the agreement for 2025 were reviewed at the reporting conference of the primary trade union organization on 23 June 2026 at the VNIIEF Center for Culture and Leisure.[3]

Yakimov reported on fulfillment of the employer's obligations: the key performance indicator (KPI) scorecard was met at 111.25%, compared with 102% in 2024, and the average employee income was 139,100 rubles. "The employer's obligations under the 2025 collective bargaining agreement have been fulfilled in full," Yuri Yakimov concluded.[3] The employees' side was reported on by Anton Ulyanov, chairman of the RFNC-VNIIEF trade union committee, who also chaired the conference.[3]

In the Legislative Assembly

On the "Voter — Deputy" portal, Yakimov is listed as a deputy of the Legislative Assembly of Nizhny Novgorod Oblast with the election type "single-member constituency" and as a member of three committees — on social affairs, on economy and industry, and on budget and taxes. He holds receptions at the public reception office of Legislative Assembly deputies in Sarov, at 4 Lenin Avenue.[1]

The United Russia primary for constituency No. 15 was held on 2 June 2016: Yakimov received 163 elector votes and came first in the constituency.[2] In early July 2016 the party approved its candidate lists for the 18 September 2016 election, and Yakimov was listed for single-member constituency No. 15.[4]

In late May 2023, at a session of the Sarov city duma, Yakimov spoke about the need to amend the law on closed administrative-territorial formations (ZATO) and called for work toward the city's well-being.[5] On Youth Day 2026 he presented a bicycle to Masha Gavrilova, an athlete of the "Ikar" sports school, for whom residents of Sarov had raised funds during the "The City — Unity of the Unlike" charity marathon; the marathon has been supporting young people with disabilities for twenty years.[6]

The outlet "Govorit Sarov" reported on 23 March 2026 that Yakimov took part in the regional forum "There Is a Result" of the Nizhny Novgorod branch of United Russia, where he presented Sarov residents' vision for the party's people's program through 2031. "As the State Corporation's Director General Alexei Yevgenyevich Likhachev said, our task is to make sure our own 'nuclear page' appears in the party's people's program," Yuri Yakimov emphasized.[7]

In the influence and effectiveness rating of 7th-convocation Legislative Assembly deputies, published by the news agency Nizhny Seychas ("Nizhny Now") on 20 August 2026, Yakimov placed 34th with a total score of 51 points (influence — 21, recognizability — 20, information activity — 10), tying with Alexei Frolov (A Just Russia), and was placed in the "Outsiders. Weak influence" group. "46 deputies made it to the end of the Legislative Assembly's convocation," noted Sergei Rakov, director of Nizhny Seychas, in a comment on the rating.[8]

For the 2026 campaign the constituency map changed: in December 2025 "AiF — Nizhny Novgorod" reported that Pervomaisk had been excluded from constituency No. 15 (renumbered as No. 16), leaving Sarov and the Diveyevo okrug.[9] Following the United Russia primary held on 25–31 May 2026, Yakimov won in constituency No. 16 with 6,534 votes.[10] Elections to the 8th-convocation Legislative Assembly are scheduled for 18–20 September 2026.[11]
