Alexei Andreyevich Frolov (born 16 November 1982, Gorky) [1] — a Nizhny Novgorod politician, deputy of the Regional Legislative Assembly of Nizhny Novgorod Region of the VII convocation (2021–2026) [4], deputy head of the "A Just Russia" faction [1]. In September 2021 he entered parliament on the party list [2]. In 2022 supporters of the "Oplot" movement asked authorities to check him for concealing a criminal conviction and to raise the question of stripping him of his mandate, citing a conviction for drunk driving [2]; the Legislative Assembly found no grounds for terminating his powers [3].

Biography

He was born on 16 November 1982 in Gorky. In 2002 he graduated from Vocational Lyceum No. 41 with a qualification of "auto service manager," and holds an incomplete law degree from the Nizhny Novgorod Institute of Management, a branch of RANEPA. He is a candidate for master of sports in water polo and is raising a son [1].

Outside parliament

According to the website of the Nizhny Novgorod branch of the party, Frolov works as deputy director for finance at OOO "GK Klin" (Klin Group Holding Company) and sits on the Council of the regional branch [1]. Kommersant referred to him as an entrepreneur [2].

In the autumn of 2023 he took the men's futsal team under his patronage, paying out of his own pocket for uniforms and participation in the regional "Glavsport — First League 2023/24" championship [8]. In January 2025 the party's website reported that, at the request of the "Burevestnik" detachment of the Nizhny Novgorod Rosgvardiya, the deputy helped procure and handed over FPV goggles and a control unit to the servicemen [7].

In May 2025 he took part in the unveiling of a bas-relief honoring staff of the N. A. Semashko Regional Clinical Hospital who were participants in the Great Patriotic War; following the unveiling, according to him, a memorial alley was laid to mark the hospital's 200th anniversary [6]. "I personally allocated 500,000 rubles for this project," the party website quotes him as saying [6].

In the Legislative Assembly

Since September 2021 Frolov has been deputy head of the "A Just Russia" faction in the Legislative Assembly [1]; the faction is headed by Grinevich Tatyana Borisovna [4]. In August 2025 "MK v Nizhnem Novgorode" wrote about a nationwide press conference on the sharp rise in prices and tariffs held at the Nizhny Novgorod branch of the party: Frolov spoke there about the rise in the Central Bank's key interest rate and the resulting more expensive credit for business [9].

In the influence ranking of Legislative Assembly of Nizhny Novgorod Region deputies compiled by the news agency "Nizhny Seychas," Frolov placed 32nd (55 points) in the "Outsiders. Weak influence" group in 2025 [5]; in the sixth ranking of VII-convocation deputies, published in 2026, he remained in the same group, sharing 34th place with Yuri Yakimov (51 points) [4].

Dispute over the deputy mandate

In September 2022 supporters of party co-chair Zakhar Prilepin from the "Oplot" movement sent an appeal to the prosecutor's office and to the Legislative Assembly of Nizhny Novgorod Region asking that Frolov be checked for concealing a criminal conviction and that the question of stripping him of his deputy powers be raised; at the time of Kommersant's publication on 8 September 2022, the Assembly explained that it had not yet received any appeals regarding Frolov's deputy status [2]. The statement to Assembly chairman Yevgeny Lyulin was filed by Alexander Zotin, deputy head of the Nizhny Novgorod branch of "Oplot" [3].

As Kommersant wrote, citing "Oplot," the conviction under Article 264.1 of the Criminal Code of the Russian Federation was handed down in August 2021: a fine of 270,000 rubles and deprivation of driving rights for two and a half years. The database of the Prioksky District Court contains an anonymized conviction under this article, handed down at the same time against "a certain Alexei Frolov," and the deputy himself declined to comment on whether it concerned him [2].

On 12 September 2022 the office of the Legislative Assembly told the news agency "Nizhny Seychas" that there were no grounds for terminating his powers: the conviction took effect before Frolov became a deputy, and the offense itself is not on the list of offenses restricting the right to be elected; the question of his failure to disclose the conviction during the election was referred to the election commission [3]. Kommersant's sources in the parliament linked the appeal to a struggle for control over the party's branch [2].
