Alexander Alimpievich Timofeev (born September 1, 1968 in Gorky) is a deputy of the Legislative Assembly of Nizhny Novgorod Region for three consecutive terms: elected in 2011 and 2016[1], and won a seat in the 7th convocation in the elections of September 17–19, 2021, running for United Russia.[4] At his primary place of work he is director of the "Sustainable Development of Nizhny Novgorod Region" fund.[2][12] In February 2025 the news agency "Nizhny Seychas" reported that a company linked to him had filed an application for a plot for the "Belaya Rechka" tourist complex in Gorodets urban district.[11]

Biography

In 1991 he graduated from the Gorky Nizhny Novgorod State Pedagogical Institute with a degree in "physical education"; in 2008, from the Moscow Institute of Economics, Management and Law (qualification of economist in "finance and credit"); and in 2013, from Lobachevsky Nizhny Novgorod State University in "state and municipal administration," where in 2017 he also obtained a master's qualification in the same field.[2]

The questionnaire on the Legislative Assembly's website lists an academic degree of candidate of economic sciences: according to the same questionnaire, the decision to confer it was made by the "Higher Interacademic Certification Commission" on June 19, 2015, and the candidate's diploma was issued by the "Higher Expert Qualification Committee" in Moscow.[2]

Outside parliament

Since June 6, 2016 he has worked as director of the "Sustainable Development of Nizhny Novgorod Region" fund — as stated in the questionnaire on the Legislative Assembly's website.[2] The same position was cited by "Nizhegorodskaya Pravda" in 2020[8] and by the news agency "Nizhny Seychas" in its 2026 deputy ranking.[12]

According to a report by the news agency "Nizhny Seychas" of February 5, 2025, Timofeev is a founder of OOO "Arfa" (director — Alexander Belikov); "Arfa," together with OOO "Feniks," was listed as a founder of OOO "Belaya Rechka," registered in Nizhny Novgorod in 2023, and the director of "Belaya Rechka," Alexei Chernov, owns "Feniks."[11]

In the Legislative Assembly

First elected in 2011, re-elected in 2016; his deputy profile states that he was elected from the regional electoral district and served as deputy chairman of the committee on state power issues, local self-government and regulations.[1] He won a seat in the 7th convocation in the elections of September 17–19, 2021.[4] According to committee membership lists as of early 2023, he sat on the budget and taxes committee[5] and on the committee on economy, industry, support for entrepreneurship, trade and tourism.[6]

In February 2020 he supported Governor Gleb Nikitin's initiative to allocate additional funds for the repair and restoration of Great Patriotic War memorials[7]; in March of that year he spoke in favor of the amendments to the Constitution[8]; and in November 2023, in favor of the decision to declare 2024 the Year of the Family.[9]

For 2018 he reported twelve personal receptions of citizens (Chkalovsk, Gorodets, Sokolskoye, Nizhny Novgorod) and 58 appeals.[3] In May 2026, together with deputy Vladimir Bespalov, he allocated deputy fund resources for the repair and replacement of windows at Timiryazevskaya secondary school and the "Raduga" center for extracurricular work in Gorodets municipal district.[10]

In the influence ranking of 7th-convocation Legislative Assembly deputies, published by the news agency "Nizhny Seychas" in 2026, he placed 24th and fell into the "medium influence" group.[12] Following the results of United Russia's preliminary voting, announced June 1, 2026, he became the winner in territorial group No. 22.[13]

The plot for the "Belaya Rechka" complex

On February 5, 2025 the Land Relations Council under the Nizhny Novgorod Region government discussed allocating a plot for a year-round recreational and tourist complex "Belaya Rechka" in the village of Ivanovo, Gorodets urban district: the investor planned to build it for 2.1 billion rubles over five years. The news agency "Nizhny Seychas" noted that the company is linked to Legislative Assembly deputy Alexander Timofeev.[11]

According to the agency, the site affects a public beach and lies near the "Belaya Rechka" yacht club, which belongs to another investor, while the plot itself is located in three zones classified as off-limits to capital construction. The Gorodets district administration supported the project on condition that public access to the shoreline be preserved, and district head Alexander Mudrov cited a shortage of hotels in Gorodets. The region's minister of property and land relations, Sergei Barinov, noted that the matter would have to be worked out with Roshydromet, and proposed that the council issue a positive decision so the investor would have grounds to negotiate; deputy governor Yegor Polyakov summed up that the application should be supported.[11]
