The Arzamas–Diveevo–Sarov Pilgrimage and Tourism Cluster is a regional project for the development of religious tourism and pilgrimage in the Nizhny Novgorod Region, uniting three historically and spiritually connected settlements in the south of the region. The cluster encompasses 98 points of interest, including sacred sites associated with the Venerable Serafim Sarovsky, 22 cultural heritage objects — buildings constructed in the 18th–20th centuries — as well as 34 specially protected natural areas, among them the Pustynsky nature reserve in Arzamassky District, an arboretum in Arzamas, and the Dalnaya and Blizhnyaya Pustyniki in Sarov.[1] The cluster is being implemented through collaboration between the government of the Nizhny Novgorod Region and the Nizhny Novgorod Metropolis of the Russian Orthodox Church.[2][3]

Composition and Sites

Work is under way across three cities within the cluster. In Arzamas, the restoration of the Resurrection Cathedral and the Spaso-Preobrazhensky Cathedral has been completed.[4][2] In Diveevo, a spiritual and educational center named after Serafim Sarovsky has been built; construction of the Holy Gates, landscaping of the surrounding area, and the construction of a road and monastery wall are ongoing; Victory Park and the embankment have been improved.[4][2] In Sarov, restoration work is under way at the sites of the Holy Dormition Sarov Monastery.[2]

Context: restoration of churches in Nizhny Novgorod Region

The cluster is part of a broader regional program: as of 2026, approximately 700 churches have been restored in Nizhny Novgorod Region; a parallel project is underway to stabilize ruined churches with a view to their eventual full revival.[3] The project is being carried out jointly with the Nizhny Novgorod Metropolitanate under the leadership of Metropolitan of Nizhny Novgorod and Arzamas George.[2]

Discussion at the federal level

Progress on the cluster was discussed on 1 August 2026 in Diveevo at a meeting between Nizhny Novgorod Region Governor Gleb Nikitin, Patriarch of Moscow and All Russia Kirill, and Igor Komarov, the Presidential Plenipotentiary Representative in the Volga Federal District. The meeting took place during Patriarch Kirill's primatial visit to the Nizhny Novgorod Metropolitanate, timed to coincide with the celebrations marking the feast day of the Venerable Serafim of Sarov. In 2019, Patriarch Kirill spoke in Sarov at a gathering devoted to the theme of combining advanced technologies with spiritual renewal, attended by scientists, clergy, government officials, and public figures.[3][2] Nikitin reminded those present of the significant anniversaries falling in 2026: the 200th anniversary of the founding of the Mill Community, the 35th anniversary of the second discovery of the relics of the Venerable Serafim of Sarov, and the 35th anniversary of the resumption of monastic life at Diveevo Monastery.[5]

In October 2023, Russian President Vladimir Putin instructed the Russian government, together with Rosatom, the FSB, and the Nizhny Novgorod Region government, to submit by 15 December 2023 proposals for establishing regular passenger services using the Sarov airfield — including in the interests of tourists and pilgrims arriving at the Arzamas–Diveevo–Sarov cluster.[6]

As of February 2026, the Nizhny Novgorod Metropolitanate has no plans to initiate discussion of opening Sarov to free access by pilgrims: Archbishop George explained that this position is driven by considerations of national security, since the city houses a significant portion of the country's nuclear arsenal.[7]

Development work on the cluster was supported by the national project "Tourism and the Hospitality Industry"; in 2025 it was succeeded by the new national project "Tourism and Hospitality".[8]

Among the improved facilities within the cluster are the embankment of the Vichkinza River and recreation areas at the source of the Lubinka River in Diveevo.[2][3]

Governor Gleb Nikitin noted that the theme of combining advanced technologies with spiritual renewal had been discussed with Patriarch Kirill as early as 2019, during a meeting in Sarov that made a great impression on him at the start of his gubernatorial career. At the meeting in Diveevo, Patriarch Kirill stated that the creation of nuclear weapons in Sarov is connected to the spiritual significance of that place.[2]

According to a report dated 15 July 2026, as part of the cluster's development, a spiritual and educational center is also planned to be established in Sarov.[2]

The meeting addressed the development of the Lukoyanovskiy District, where construction of a cathedral dedicated to Saint Tikhon of Zadonsk is nearing completion. The meeting also covered the construction of new Orthodox educational institutions in Nizhny Novgorod Region, including Lukoyanov Secondary School No. 1 named after Priest Vasily Gundyayev — Patriarch Kirill's grandfather.[3]

The Patriarch also noted that true knowledge brings one closer to God, recalling that during the Soviet years physicists working in Sarov helped the Church maintain a dialogue with the state.[9]

As part of the cluster's development, Governor Gleb Nikitin announced the construction of new Orthodox schools in Nizhny Novgorod Region.[9]

Recreation areas at the source of the Lubinka River have also been developed.[3]

The cluster's development is carried out in cooperation between the Nizhny Novgorod Diocese and the regional state authorities.[5]

In April 2018, an autonomous non-profit organization — the "Management Company for the Development of the Sarov-Diveevo Cluster" — was established to coordinate work on the project.[10]

According to the cluster development plan, by 2030 the number of tourists and pilgrims visiting Arzamas, Diveevo, and Sarov is to increase by more than 4.5 times compared to baseline figures. At the time the strategic plan was presented in September 2020, the cluster was receiving approximately 411,000 visitors per year; projections call for tourist flow to grow to 1.8 million people by 2030.[1] In September 2020, a conference on the implementation of the cluster development plan was held at the Holy Trinity Serafimo-Diveevsky Monastery, attended by the First Deputy Minister of Economic Development of the Russian Federation and Deputy Chairman of the Supervisory Board for the Revival of the Sarov and Diveevo Monasteries Mikhail Babich, Archbishop George, and the abbess of the monastery, Igumenia Sergia (Konkova).[10]

The strategic development plan for the cluster was drawn up on the initiative of the board of trustees for the revival of the Sarov and Diveevo monasteries, with the involvement of DOM.RF, the government of the Nizhny Novgorod Region, and KB Strelka; in the course of work on the document, more than 40 in-depth interviews were conducted with residents, tourists, business representatives, and community activists, and international and Russian experts in tourism, transport, ecology, and landscape architecture were brought in as consultants.[1]

The strategy provides for the creation of an ecological trail from Arzamas to Sarov — a network of walking and cycling paths with facilities for short rest stops and overnight stays, designed to promote the development of ecotourism in the region.[1]

In January 2020, the Serafimova Zemlya ("Land of Seraphim") portal was launched to provide informational support for the cluster's projects.[1]
