The State Public Institution "Center for Transport Systems Development of Nizhny Novgorod Region" (CTSD) is a regional executive authority in the field of transport service organization, operating since 2012. The institution is subordinate to the Ministry of Transport and Roads of Nizhny Novgorod Region and is located at 150 Gorky St., Nizhny Novgorod.[3]

History

The institution was established in 2012 under the name "Road Safety Center." In 2022 it was renamed the Center for Transport Systems Development of Nizhny Novgorod Region.[3] In March of the same year, CTSD representatives participated in an online conference on the new route network of the Nizhny Novgorod Agglomeration, held jointly with the regional Ministry of Transport and Roads and the developer company JSC Stroyproekt Institute.[2]

Activities

The Center is engaged in planning and coordinating public transport within the Nizhny Novgorod Agglomeration, which includes Nizhny Novgorod, Arzamas, Bor, Balakhna, Bogorodsk, Gorodets, Dzerzhinsk, Zavolzhye, and Kstovo.[2] In April 2023, CTSD Director Artyom Bafanov announced plans to acquire 113 electric buses for Nizhny Novgorod by the end of 2023: 62 units were earmarked for the first depot in the Upper Town part of the city, with the simultaneous installation of 31 overnight charging stations, while 51 electric buses were designated for Depot No. 3, serving Avtozavodsky and Leninsky Districts. Among the potential suppliers mentioned were GAZ Group and Belarusian manufacturers. The total federal funding for the procurement of electric buses in 2023–2025 amounted to 5.1 billion rubles.[1]

In January 2023, the CTSD organized a direct hotline on issues relating to the operation of public transport in the agglomeration; questions from residents were answered by CTSD Director Artyom Bafanov, Chair of the Nizhny Novgorod Region Legislative Assembly Committee on Transport and Road Infrastructure Vladimir Soldatenkov, and Chair of the Standing Commission on Transport of the Nizhny Novgorod City Duma Stanislav Prokopovich.[4]

In April 2023, the CTSD and the ANO "Skolkovo Institute of Science and Technology" signed an agreement on expanding the functionality of the "Safe City" system and the intelligent transport system of Nizhny Novgorod. Plans were made to introduce a neural network for analyzing traffic flows and generating recommendations for changes to traffic signal control modes based on data from existing CCTV cameras. Nizhny Novgorod Region became the first region in Russia to implement such a project with the Skoltech Center for Applied Artificial Intelligence.[5]

The Center also makes operational decisions regarding the route network: in particular, from 1 October 2026, the CTSD discontinued night bus routes No. 150, 160, 180, and 190, which had been launched on 1 June 2026, having deemed them economically unviable during the autumn–winter period.
