He is the general director of the joint-stock company "Trade and Production Enterprise 'Kanavinskoye'" [1]. He became a deputy in 2017 through a by-election and retained his seat in the two subsequent Duma convocations [2][3].

Biography and education

Born on May 8, 1974, in Kherson [1][4]. In 1996 he graduated from the Nakhimov Sevastopol Naval Institute [1][4]. In 2006 he received a second higher education degree in "organizational management" [4].

Work before election

From 2002 to 2010, he worked at the company "Fruits and Products" — first as a manager, then as head of the sales department [4]. Since 2010, he has headed the Kanavinskoye trade and production enterprise in Kanavinsky District, now a joint-stock company [1][4].

He has been a member of the United Russia party since 2006: he was co-chairman of the council of supporters of the regional branch, and since 2016 he has been a member of the regional political council [4]. According to the news agency "Nizhny Seychas," he ran in 2015 and 2016 but did not win a seat; in 2017 he won the party primaries and the subsequent by-election in District No. 18 [4].

Work as a deputy: three convocations of the Duma

District No. 18 became vacant when the powers of Vladimir Panov, who had been elected from it, were terminated early on September 22, 2016. Prokopovich was elected in this district on September 13, 2017, and served out the remainder of the 6th convocation (2015–2020) [2]. In September 2020, he won District No. 18 again and joined the 7th convocation, which served until 2025 [3]. In September 2025, he was reelected in the same district; by that time the numbering of Duma convocations had started over, and he became a deputy of the 1st convocation of the Duma [1][4].

In the current convocation, Prokopovich chairs the standing committee on the development of roads and transport and is a member of the standing committee on municipal property [1]. In the previous convocation, the same committee was called the committee on transport and roads, and he was also its chairman [5].

The deputy serves on the working group for road safety management in Nizhny Novgorod and on the road safety commission under the Nizhny Novgorod Region government, and also participates in meetings of the relevant transport and road infrastructure committee of the Nizhny Novgorod Region Legislative Assembly [6][5]. Within the United Russia party, he is the regional coordinator of the "Safe Roads" project [6][5].

  • 2024: chaired 14 meetings of the transport commission, participated in 11 meetings of the local self-government commission, and attended 13 sessions of the Duma [5].
  • October–December 2025: chaired 5 meetings of his commission, participated in 5 meetings of the municipal property commission, and attended 10 sessions of the Duma [6].

Transport Agenda

The commission he chairs has reviewed decisions on the city budget and relevant regulatory instruments: amendments to the Comprehensive Development Programme for Nizhny Novgorod's Transport Infrastructure for 2019–2030, revisions to the regulations on paid parking on local roads, changes to the procedure for forming the municipal road fund, and amendments to the regulations on municipal oversight of road and urban electric transport [5].

In 2022, commenting on the start of construction of new Nizhny Novgorod metro stations, Prokopovich spoke about three construction sites and how the work would affect traffic flow in the city center [7]. In autumn 2025, together with deputy Svetlana Dosaeva, he held a site inspection at the temporary overpass on Rodionov Street, which provides traffic access during construction of the Sennaya station, and together with City Duma Chairman Evgeniy Chintsov he inspected the modernization of tram tracks on Ilyinskaya, Osharskaya, and near Black Pond [6]. Around the same time, the commission carried out a site visit to check the readiness of road maintenance equipment for the 2025/2026 winter season [6].

In March 2026, the deputy commented on the renewal of Nizhny Novgorod's tram network: 104 kilometres of track had been laid and 145 new trams delivered out of the 170 planned. "This 'second wind' for the Nizhny Novgorod tram will, I believe, benefit the city and its residents," he said [8].

In May 2026, the commission reviewed the work of the municipal institution responsible for traffic lights and road signs: it is in charge of more than 36,000 signs and 535 traffic-light sites, and over the year it processed 2,800 requests, installed 7 sites and modernized 19. Prokopovich stated that traffic organization that is clear to drivers and pedestrians matters no less than the quality of the roads, and proposed conducting an audit of pedestrian crossings near children's and social institutions [9].

Work in the Electoral District

The deputy holds citizen appointments on the third Wednesday of every month at 15 Strazh Revolyutsii Street in the Moskovsky District [1][6]. In 2024, the reception office received 54 appeals from residents of the district and from heads of educational and public organizations; most often they asked for financial assistance, and they also appealed on matters of education, sports, culture, and housing and utilities [5]. The same picture is reflected in earlier reports on the appointments of 2018 and 2020 [10][11].

In 2024, at the deputy's request, 1,999,859 rubles were allocated to the district from the city budget: 1,241,000 to preschool institutions, 542,000 to schools, 100,000 to sports organizations, 101,025 to socially significant events, and 15,834 to supplementary education organizations [5]. These funds were used to replace window units and to repair floors and locker rooms in kindergartens No. 73, 94, 100, 417, 437, and 452, and in schools No. 146 and 178 [5].

Under the governor's initiative budgeting project "It's Up to You!", a sports field appeared in the district next to School No. 178, and under the program for creating a comfortable urban environment, the Hero Ryabtsev Square was landscaped [5]. In 2020, the deputy urged residents of the Moskovsky District to vote to confer the title "City of Labor Valor" on Nizhny Novgorod [12].

Party and Public Work

From 2017 to 2018, Prokopovich served as secretary of the local branch of United Russia in Moskovsky District, and from June 2018 as secretary of the branch in Kanavinsky District [4]. In 2020, he participated in a meeting of the presidium of the party's regional political council, where preparations for a preliminary vote were discussed [13]. He later became deputy secretary of the regional branch for liaison with public associations and youth work, and in that capacity leads a format of informal meetings with non-profit organizations called "Kind Meetings" [6].

The deputy's 2025 report states that the party's logistics center is located on the premises of the Kanavinskoye enterprise, through which humanitarian aid shipments are dispatched [6].

In August 2026, he commented on the progress of the "It's Your Decision!" project in Kanavinsky District, where five of the eight facilities planned for the year had been completed: a hockey rink at School No. 181, road surfacing on Metallurgicheskaya, Grodnenskaya, and Aleksandra Matrosova streets, and children's playgrounds on Puteyskaya and Teplichnaya [14].

In 2025, he was awarded an Honorary Diploma from the head of the city of Nizhny Novgorod for his contribution to the development of local self-governance [6].
