The Corporation for the Development of the Nizhny Novgorod Region is a regional development institution operating in the Nizhny Novgorod Region that supports investors, attracts investment, and develops tourist infrastructure in the region's municipalities. The Corporation operates on a "one-stop shop" principle, taking on interaction with executive authorities, local self-government bodies, natural monopoly entities and utility supply organizations at every stage of an investment project — from gathering information about the region to bringing a facility into operation.[4] General Director — Igor Ishchenko.[1]
Activities
One of the Corporation's priority areas is the development of tourist infrastructure in municipalities located far from the regional center. Since 2022 the Corporation has maintained territorial managers across the region, each assigned to several districts. Specialists regularly hold personal consultations on implementing investment projects, and quarterly cluster meetings are organized bringing together entrepreneurs from several districts. Contacts of the managers and the list of assigned districts are posted on the Nizhny Novgorod Region investment portal nn-invest.ru.[2]
The Corporation also organizes thematic round tables for entrepreneurs, at which state support measures, available sites for tourist facilities, and promising investment niches are discussed. In particular, participation in such meetings prompted the owner of the Perevozsky Horse Farm — the AGATAGRO agricultural holding — to decide to launch an excursion program at the farm in 2026. The Perevozsky Horse Farm was founded in 1844 and is the only operation in the Nizhny Novgorod Region specializing in the preservation and breeding of Soviet heavy draft horses; the farm keeps more than 130 horses, and in 2023 it received the status of a gene pool farm. The excursion program will include a look at the farm's history, interaction with the animals, and a horseback ride; the launch is planned once the tourist infrastructure has been set up and the tour guides have been trained.[1][1][3]
Projects
The Corporation has acted as the structure behind a major infrastructure project realized through its "subsidiary" organization: LLC "Ledovy Dvorets" (Ice Palace) — a subsidiary of the Corporation — built the multifunctional ice complex Volga Arena. The Corporation is also the managing company of LLC "JV "NIZHEKOTRANS"", a Russian-Belarusian enterprise producing land-based urban electric transport, located in the town of Vorsma in the Nizhny Novgorod Region and mass-producing trams and electric buses under the "MiNiN" trademark.[5] Construction has been under way since July 2022, with the main works completed in March 2026. The cost of the concession rose over the years of construction from approximately 15 billion to 25.2 billion rubles.
In the field of tourism the Corporation provides consulting and organizational support to entrepreneurs, turning private initiatives into ready-made tourist products. Together with the Association of Clusters, Technology Parks and Special Economic Zones of Russia, the Corporation developed a digital map of BRICS SEZs — a unified investment navigator with information on sites and benefits in the member countries.[6] According to Igor Ishchenko, "developing tourist infrastructure in the municipalities is one of the organization's priority tasks." Following the results of the "Leaders of Investment Development" National Award, the Corporation for the Development of the Nizhny Novgorod Region was recognized as the best regional development agency in Russia. The Nizhny Novgorod Region has ranked second for the third year running in the National Rating of Investment Climate compiled by the Agency for Strategic Initiatives; improving the investment climate is among the tasks the Corporation helps to address.[1][4][2]
