Ishchenko Igor Vladimirovich (born May 21, 1969) is a Russian executive who has served as general director of JSC "Corporation for the Development of the Nizhny Novgorod Region" since December 2021. His appointment is tied to the task of improving the region's investment climate and supporting investors on a "single window" principle.[1]
Biography and education
He was born in the town of Torez, Donetsk Region. In 1994 he graduated from the Institute of Asian and African Studies at Lomonosov Moscow State University. In 1999 he received a diploma as an economist-manager, specializing in "Crisis Management," from the Moscow State University of Economics, Statistics and Informatics (MESI).[1][2]

From 1994 to 2006 he rose from economist in a bank's corporate lending department to senior vice president for economics and finance and chief financial officer of CJSC "Complex Energy Systems."[2] From 2006 to 2007 he was executive director of Business Unit No. 1 of RAO "UES of Russia"; from 2007 to 2009, chairman of the board of directors of CJSC "Zagranenergostroymontazh"; he then became deputy general director for generation at OJSC "Energostroyinvest-Holding."[2]

Activities in Nizhny Novgorod Region
On December 9, 2021, Ischenko was appointed General Director of JSC "Nizhny Novgorod Region Development Corporation." The new head was introduced to the staff by Deputy Governor Andrey Sanosyan. Governor Gleb Nikitin, commenting on the appointment, noted Ischenko's considerable experience in working with investors and implementing various projects.[1] The Corporation's previous head, Timur Khalitov, became the governor's adviser on general investment and innovation issues.[1]
The Nizhny Novgorod Region Development Corporation operates on a "single window" principle for investors: it supports projects at every stage — from providing information about the region and support measures to commissioning the facility — taking on the interaction with executive authorities, local self-government bodies, natural monopoly entities, and resource-supplying organizations. In February 2024, Ischenko was a speaker at the round table "Infrastructure for the Country 2024: New Construction Projects, New Challenges," held as part of the Vedomosti Impulse award.[5] JSC "Nizhny Novgorod Region Development Corporation" also serves as the managing company of the Kulibin SEZ; under Ischenko's leadership, the organization's structure includes deputy general directors for capital construction, for strategy and development, for infrastructure management, and for project design and project support, as well as the director of the special economic zone development directorate.[4][1]
Recent developments
In 2026, Ischenko announced plans to expand the use of the "Made in Kulibin" mark — the branded label for products of residents of the Special Economic Zone "Kulibin". The first holder of the mark was the company RusSilika, a producer of micronized silica gels and stable silica sols. According to Ischenko, the mark is planned to be extended in the future to the products of other SEZ residents. In July 2026, Ischenko ranked 28th in the rating of professional activity and political influence of Nizhny Novgorod figures, scoring 120 points; the rating is compiled monthly with the participation of the Nizhny Novgorod expert community — politicians, sociologists, political scientists, and representatives of the mass media and public organizations.[3]
