«Developmentregion» (full legal name: Obshchestvo s ogranichennoy otvetstvennostyu «Developmentregion», i.e. Developmentregion LLC) is a Nizhny Novgorod construction company registered on 3 September 2008. It remains active and holds the status of a micro-enterprise in the register of small and medium-sized businesses.[1]

Registration details and structure

The company is registered with the Inter-District Inspectorate of the Federal Tax Service No. 15 for Nizhny Novgorod Region. OGRN: 1085262009425; INN: 5262231389; authorized capital: 10,000 rubles.[3] The registered address is 3 Izhорskaya Street, Apt. 8, Nizhny Novgorod; the company previously also operated from 20 Delovaya Street.[1] Since 1 April 2021, the director has been Ilya Aleksandrovich Balmusov, who is also the sole individual founder (50% stake). The remaining 50% is held by a legal entity — Fest Group LLC, which since 25 June 2025 has also served as the managing organization.[4]

Business activities

The primary activity under OKVED is the construction of residential and non-residential buildings (code 41.20). Additionally, the company is registered for the following activities: electrical installation work; plumbing, heating, and air-conditioning system installation; other construction and installation work; floor and wall covering; finishing and completion work; other specialized construction work; and auxiliary business services.[3]

Financial position

Based on 2025 results, the company recorded no revenue; net profit was −3.6 million rubles and equity was likewise −3.6 million rubles. Assets, however, grew to 79.9 million rubles. No taxes or social insurance contributions were paid during this period, and the average headcount was zero.[1] In September 2024, the company appeared as a plaintiff in one arbitration case.[1] There is no record of bankruptcy proceedings, account freezes, or inclusion in the register of unscrupulous suppliers.[4]

The company's key completed project was the restoration of the cultural heritage site known as the Chardymov House and the adjoining Samgin House on Bolshaya Pecherskaya Street in Nizhny Novgorod; both buildings are regional state property under the operational management of the state enterprise KP NO «Regnedvizhimost», and the restoration was completed in September 2026 at a total cost of 150 million rubles. Both houses were damaged by fire in 2022 and subsequently demolished; restoration began in 2025, when the investment was estimated at 90 million rubles. The Chardymov House was recreated from archival photographs, while the Samgin House was rebuilt preserving its original massing in the architectural style of the early 20th century; a Rostic's café opened in the restored buildings. Historically, the plot on Bolshaya Pecherskaya Street belonged in the 1870s to Pelageya Fomicheva; in 1895 it was acquired by Konstantin Samgin, and in the 1910s the estate passed to Pavel Chardymov, at whose commission architect Sergey Levkov built a two-storey wooden house in the Art Nouveau style.

During the restoration it was discovered that no fire wall had ever historically existed between the Chardymov House and the Samgin House, and despite the fact that they are legally two independent properties with different addresses and cadastral numbers, the works required combining them into a single complex. Due to the constrained conditions — proximity to roads, apartment buildings, and urban infrastructure — finding a fire safety solution took approximately one and a half to two years. Of the Samgin House, only the foundation survived the fire, and even that required reinforcement; the wooden floor structures crumbled during manual dismantling, and the load-bearing capacity of the structural elements had been lost entirely. The restored Samgin House accommodates two restaurants: the ground floor houses the cashier area and the upper floor the dining hall; the official opening was scheduled for 4 September 2026; the Chardymov House, as a cultural heritage site, has been adapted to serve as the kitchen and storage facilities for the establishments, accessible exclusively to staff.[6][5]
