Regnedvizhimost (full name — State-Owned Enterprise of Nizhny Novgorod Region "Regnedvizhimost") is a state-owned enterprise of Nizhny Novgorod Region, operating since 9 July 1998.[1] Its founder is the Ministry of Property and Land Relations of Nizhny Novgorod Region.[1] The enterprise specializes in the preparation and support of investment projects, digital real estate management, urban renewal, and infrastructure solutions.[2]

History and Legal Succession

The enterprise was registered on 9 July 1998 and is the legal successor of several legal entities, including organizations with taxpayer IDs (INN) 5261005524 and 5260116750.[3] Its former name was State-Owned Enterprise of Nizhny Novgorod Region "Agency for Mortgage Lending, Support, and Development of Housing Construction".[1] Over the course of its existence, more than 50 changes have been recorded in the Unified State Register of Legal Entities (EGRYuL), and its register of types of activity comprises 39 entries.[1]

The enterprise's registered address is 30 Poltavskaya Street, premises P2, floor 1, room 7, Nizhny Novgorod. Previously, the enterprise was located at 26 Poltavskaya Street.[1] Since 5 September 2025, the director general has been Andrey Vladimirovich Lachugin.[1]

Activities

The enterprise's main areas of work are the preparation of sites for investment projects, monitoring and analytics of real estate properties using digital technologies, renovation and improvement of properties, and comprehensive engineering support.[2] The mission declared by the enterprise is to create conditions for the effective development of territories and the incorporation of properties into the regional economy.[2]

The company takes part in public procurement: over its entire history it has concluded 349 contracts with a total value of about 2 billion rubles.[1] Its main customers include Gorodetsstroyservis Municipal Budgetary Institution, the Ministry of Property and Land Relations of Nizhny Novgorod Region, and Nizhegorodstroyzakazchik State Institution of Nizhny Novgorod Region.[3] The company has 10 subsidiaries and one representative office.[3]

Financial position

According to its financial statements for 2025, the company's revenue was 57.6 million rubles (a 53% decrease compared with the previous year), with a net loss of 29.3 million rubles. At the same time, assets grew to 1.5 billion rubles (+61%), equity to 573.1 million rubles (+22%), and fixed assets to 522.9 million rubles (+97%).[1] The company is not listed in the register of small and medium-sized businesses and has no outstanding enforcement proceedings. In 2026, Regnedvizhimost sold 13 historic buildings in Nizhny Novgorod Region; by the end of that year, the restoration of three cultural heritage sites in Nizhny Novgorod was due to be completed: the "Chardymov House" (54a Bolshaya Pecherskaya Street) was planned to house a catering establishment, while buildings No. 95 and 97 on Ilyinskaya Street were to be used for administrative offices and apartments.

In September 2026, Regnedvizhimost sold four historic buildings in Arzamas and Nizhny Novgorod as a single lot: a dilapidated wooden building at 44 Bolshaya Pokrovskaya Street in Nizhny Novgorod; two cultural heritage sites at 3 and 4 Sobornaya Square in Arzamas (the Budylina house and the early-19th-century estate of the Podsosov merchants); and a dilapidated wooden house with a mansard at 25 Karl Marx Street in Arzamas. During the auction, the price of the lot rose from 34.9 to 41.8 million rubles, and the winner was Stella Invest LLC, owned by Aleksey Samolyotov. In April 2026, the company was preparing to put up for auction a two-story wooden house of about 248 sq. m at 45 Bolshaya Pecherskaya Street, building B — a valuable city-shaping property near Sennaya Square that had been declared dilapidated; the apartments in the house were transferred to Regnedvizhimost and combined into a single non-residential property, with mandatory conditions for its restoration and return to economic use.[4][5][6][3]
