Aleksey Ushakov is the head of the Nizhny Novgorod Region Management Center, who in October 2026 received a mandate as a deputy of the VIII convocation of the Legislative Assembly of Nizhny Novgorod Region by decision of the United Russia party.

Circumstances of the Mandate Transfer

The mandate became vacant after Legislative Assembly deputy Olga Shchetinina moved to work in the Federation Council as the senator from the Nizhny Novgorod Legislative Assembly and resigned early from her post as a regional legislator.[1] Following the elections to the VIII convocation of the Nizhny Novgorod Legislative Assembly, United Russia won 41 of the 50 seats in the regional parliament: 25 in single-member districts and 16 from party lists.[1]

The vacant mandate could initially have gone to the individual entrepreneur and owner of the Samurai chain Pavel Aleksandrov, who had been first on the party's regional group No. 1 list. However, the party decided to give the seat to Aleksey Ushakov, who had headed United Russia's regional group No. 10 in the elections to the VIII convocation.[1]

The Presidium's Decision and Approval by the Election Commission

On October 5, 2026, the presidium of the regional political council of the United Russia party decided to transfer the vacant mandate to Aleksey Ushakov.[2][1] The presidium's decision was reported by political commentator Andrey Vovk.[2] That evening, the Nizhny Novgorod Region Election Commission held a meeting at which it considered the question of transferring the vacant mandate of a deputy of the VIII convocation of the Legislative Assembly to Ushakov.[1]
