The Regional Management Center of Nizhny Novgorod Oblast (RMC) is a state body created on the instruction of Russian President Vladimir Putin and operating since April 2020 together with its federal partner, the ANO "Dialog".[3] The RMC's main task is to ensure direct and effective communication between the region's residents and the authorities for the prompt resolution and prevention of problem issues. The RMC's work began in pilot mode on 2 April 2020, launched by Gleb Nikitin; data for making management decisions was planned to be displayed on a video wall in real time. At launch, the RMC fully integrated the citizens' appeals processing portal "Vam Reshat" ("It's Your Call"), the "System-112" emergency service, the "Incident" social media monitoring system, and the "Map of a Resident of Nizhny Novgorod Oblast" project; the next stage was planned to connect the "Safe City" hardware-software complex and monitoring of public services through the MFTs (multifunctional centers) and the "Gosuslugi" public services portal. Nizhny Novgorod Oblast was among the first six regions of Russia to launch a Regional Management Center in the shortest possible time. For prompt coordination of work with citizens' appeals, an interdepartmental council was formed at launch, chaired by Deputy Governor of Nizhny Novgorod Oblast Andrei Betin.[6][5][3]
Work with citizens' appeals
The RMC is one of the key operators of the federal Feedback Platform (PFP) in Nizhny Novgorod Oblast. The PFP is an information system based on the "Gosuslugi" public services portal, through which citizens can submit appeals to government bodies, take part in votes and public discussions. As of August 2026, more than 4,000 organizations in the region are connected to the platform: all executive and representative authorities of the oblast, municipal self-government bodies, educational, healthcare, and cultural institutions, social services organizations, resource-supplying companies, regional municipal solid waste operators, billing centers, management companies, and other state institutions.[2]
In 2026, residents of Nizhny Novgorod Oblast submitted more than 114,000 appeals through the PFP — 57% more than in the same period of the previous year. According to RMC head Alexei Ushakov, a significant part of the increase was driven by winter: about 20,000 messages concerned snow removal on roads and in courtyards. Among the most frequent topics of appeals were also healthcare services, the accuracy of USRR (Unified State Register of Real Estate) data from Rosreestr, the condition of roads, garbage removal, and the operation of public transport.[2][3]
Standing in federal rankings
Based on the results of the second quarter of 2026, Nizhny Novgorod Oblast took 9th place in the ranking of regions by effectiveness of work in the Feedback Platform, compiled by the Ministry of Digital Development and Communications of the Russian Federation. The Ministry evaluates regions based on the connection of authorities to the platform, the quality of work with appeals, and the conduct of public votes.[1][4] The development of the platform aligns with the objectives of the national project "Data Economy and Digital Transformation of the State", implemented in Russia since 2025 on the instruction of Vladimir Putin.[3]
Alexander Sinelobov, Minister of Digital Development and Communications of Nizhny Novgorod Oblast, described the PFP as a tool performing a dual function: it gives citizens the ability to reach out to the authorities, and gives executive authorities and municipalities analytics for making management decisions.[2]
