Kossoy Yuri Markovich (born August 22, 1926) — professor of the Nizhny Novgorod State University of Architecture and Civil Engineering. Member of the Council of the Directorate of Urban Electric Transport of the Ministry of Transport of the Russian Federation. Honored Worker of Housing and Communal Services of the RSFSR. Honorary Member of the International Association of Urban Electric Transport Workers. From 1964 to 1987 — head of the Gorky Tram and Trolleybus Administration. Laureate of the Prize of the city of Nizhny Novgorod. Elected deputy of the district and city Council of People's Deputies for several terms.

Awarded the Orders of the Red Banner of Labour and "Badge of Honour", and medals.
The title "Honorary Citizen of the City of Nizhny Novgorod" was conferred by Resolution No. 33 of the City Duma of Nizhny Novgorod dated June 19, 2001.
