Valery Valeryevich Skakoduб (born 26 September 1978) is a deputy of the City Council for single-member constituency No. 4 in Avtozavodsky District, a lawyer, and the head of the legal and property division at Nizhny Novgorod's automotive enterprises. He was first elected to the Duma in September 2020 and re-elected in September 2025. He serves on standing committees responsible for municipal property and urban development; in his constituency he is associated with GAZ's territorial development programme "New Social Vector."

Education and career in the automotive industry

Born 26 September 1978. Graduated from Kemerovo State University [1][2].

By the time of his first City Duma election he had worked at GAZ for more than ten years, with responsibilities that included liaison with local government bodies on matters relating to the development of Avtozavodsky District [10]. He held the position of Director for Legal Affairs and Property Management within the Legal Affairs and Property Management Directorate of PJSC GAZ [2][11][12]. He subsequently moved to an equivalent position at LLC Nizhegorodskiye Avtokomponenty [1].

Election to the City Duma

In May 2020 he registered as a candidate in the United Russia party's primary selection process for City Duma candidates and stood in constituency No. 4. At the same time, Maria Kuznetsova was put forward by GAZ for the neighbouring constituency No. 6; both constituencies are located in Avtozavodsky District [10]. Following the September 2020 elections, Skakoduб became a deputy of the seventh-convocation City Duma [2][4].

Elections to the first-convocation Nizhny Novgorod City Duma were held on 12–14 September 2025 across 39 single-member constituencies. In constituency No. 4, Valery Skakoduб topped the poll according to preliminary results published by the Nizhny Novgorod Region electoral commission [13]. He continued the deputy work he had begun in 2020 into the new convocation [1][9]. He is a member of the United Russia party group in the City Duma [1][8].

Constituency No. 4 covers part of Avtozavodsky District: a building on Ilicha Avenue, individual buildings on Lenin Avenue, the development along Yuzhnoye Highway, and the streets of Vedenyapina, Geroya Prygunova, Geroya Smirnova, Geroya Shnitnikova, Leskova, Avtomekhanicheskaya, Yuliusa Fuchika, Starykh Proizvodstvennikov, and the block of the 6th microdistrict [3].

Work on standing committees

In the seventh convocation he served on two City Duma standing committees — on property and land relations, and on city development, construction, and architecture [2][4]. The first committee oversees the regulation of land relations, management and privatisation of municipal property, transfer of property into municipal ownership, and municipal land control; the second handles urban development policy, investment activity, elimination of dilapidated housing stock, development of engineering infrastructure, and the advertising structure placement scheme [8].

From 2025 he has served on the standing committees on municipal property and on urban development and architecture [1][9].

  • 2020 — proposal to transfer the municipal enterprises Nizhegorodsky Passazhirsky Avtomobilny Transport and Nizhegorodskaya Gorodskaya Transportnaya Kompaniya into state ownership of the Nizhny Novgorod Region; the city budget draft for 2021 [4].
  • 2022 — outcomes of the completion of investment contracts for the reconstruction and major repair of municipal buildings; amendments to the municipal property privatisation plan for 2021–2023 [6].

  • 2024 — provision of housing for orphans; synchronisation of the master plan for microdistricts with dilapidated housing; design of trunk water supply and drainage networks in the settlements of Olgino and Novinki; progress of repairs to external lighting networks; the "Clean Sky" project [8].
  • Autumn 2025 — procedure for providing municipal premises for deputies' meetings with constituents; municipal land control regulations; transfer of 87 apartments for orphans from regional to municipal ownership; the city district budget draft for 2026 [9].

Constituency work

The deputy holds personal surgeries for constituents on the third Wednesday of each month at Oktyabrya Avenue, 23, in the Avtozavodsky District deputies' centre [1][9]. In 2021, 18 surgeries were held [5]; in 2022, 11 surgeries attended by 20 people [6]; in 2023, 12 surgeries with 24 visitors [7]; in 2024, 21 surgeries with 40 visitors [8]; and in October–December 2025, 8 surgeries with 13 visitors [9]. The most common requests concern financial, charitable, and sponsorship assistance for festive events and support for schools and kindergartens; less frequently, residents raise issues of courtyard landscaping and housing and utilities matters [8][9].

At the deputy's request, city budget funds have been allocated for the repair of institutions within the constituency. In 2023 this amounted to 2 million roubles: replacement of window units in schools No. 15, 20, 37, 105, and 169; repair of the hot water supply system in kindergarten No. 80 "Malenkaya Strana"; replacement of floor coverings in kindergarten No. 186; and security equipment for kindergarten No. 90 "Danko" [7]. In 2024, also 2 million roubles were allocated, of which more than 1.5 million went towards installing a children's play structure in the courtyard of the apartment buildings belonging to homeowners' association No. 141; the play area appeared in the courtyard of buildings 29 and 31 on Yuliusa Fuchika Street.

The remaining funds went towards window replacements in schools No. 15 and No. 169 and sports equipment for the Avtozavodsky District Children's Creative Centre [8]. In the reporting period of October–December 2025, 300,000 roubles were allocated: building materials for the renovation of the dance hall at the Prygunov Children's Club, window units for kindergarten No. 110, and fabric for sewing children's mattresses for kindergarten No. 12 "Katyusha." During the same period, the asphalt surface of the driveways at buildings 19 and 21 on Vedenyapina Street was repaired under a municipal contract [9].

Landscaping and social projects of the automotive plant

Part of the deputy's work is connected with GAZ's territorial development programme "New Social Vector," which operates in Avtozavodsky District [9].

In August 2025 a public space landscaped under the national project "Infrastructure for Life" opened on Vedenyapina Street: it features a sports zone with table tennis tables, children's playgrounds, a cycle path, additional planting, and lighting. The site was inspected by the city head Shalabayev Yuri, the head of Avtozavodsky District Alexander Nagin, and Valery Skakoduб, who noted that the body of deputies acts as a link between residents and the city administration [14].

In September 2025, with the participation of deputies Maria Kuznetsova and Valery Skakoduб, 14 spruce trees were planted in the grounds of school No. 111; previously, under the "New Social Vector" programme, the school's entrance area and façade had been renovated, asphalt had been laid, and windows had been replaced [15].

On 8 October 2025 the Avtozavod Sports Centre opened in Avtozavodsky District — a reconstructed building previously known as the House of Physical Culture with a swimming pool. GAZ invested 480 million roubles in the project, while the city contributed 30 million towards landscaping the surrounding area; the centre houses pools for adults and for infant swimming, and a multi-purpose hall for team sports. Skakoduб took part in the opening ceremony and described the project as an example of partnership between the plant and the city administration [9][16].

Commemoration of Boris Vidyayev

On 24 July 2023 the committee for the commemoration of outstanding individuals and historical events in Nizhny Novgorod, chaired by the head of the City Duma Oleg Lavrichev, considered GAZ's initiative to erect a monument to the plant's general director in 1986–1994, Boris Vidyayev, in the square bearing his name. Skakoduб, who participated in the meeting, spoke about Vidyayev's role in creating the Gazel family of vehicles, calling the vehicle "a symbol of the plant's success." The committee recommended that the Duma commemorate Vidyayev [12]. The monument was unveiled in 2024 [8].
