On August 10, 2026, in Nizhny Novgorod, agreements were signed on the construction of two clusters of the innovation science and technology center (ITSC) "Quantum Valley" — "Delovaya" and "Sakharova" — with the investment and construction holding AVA Group. The event was announced by the press service of the governor and government of Nizhny Novgorod Region.[4]

Terms of the agreement

Land plots located on the streets of the same names, with a total area of 4.56 hectares, were transferred to AVA Group under a sublease by the ITSC's managing company — the Corporation for the Development of the Nizhny Novgorod Region.[1] Construction is planned to proceed in stages; commissioning of the facilities is targeted for 2030.[2] Each cluster will include administrative and office buildings, as well as research-and-production and laboratory buildings. After construction is complete, residents will be able to buy or lease space for their own projects.[4]

The "Sakharova" cluster consists of two plots; AVA Group will develop one of them.[5] AVA Group's Director of Infrastructure Projects Konstantin Nikonorov described the project as aimed at creating modern infrastructure for high-tech production and research and development, capable of attracting new investment and specialists.[4]

Context: the state of Quantum Valley

At the time the agreement was signed, the Quantum Valley ITSC counted 57 resident companies with a total of 33 billion rubles in declared investment. Development work covers digital technology, new materials, intelligent transport, high-tech medicine and ecology.[2] ITSC residents are exempt from profit tax, property tax and VAT for 10 years, and pay insurance contributions at a single reduced rate.[1]

In total the project envisages five clusters: "Vysotskogo", "Akimova", "Delovaya", "Sakharova" and "Dzerzhinsk". Sublease agreements have already been concluded for the "Vysotskogo" and "Akimova" sites, where infrastructure design is underway. For the Dzerzhinsk, intended for chemical-industry research projects with subsequent adaptation of the technologies on the territory of the Special Economic Zone "Kulibin", no investor had yet been found at the time the agreement was signed.[4]

Assessments and official comments

Deputy Governor of Nizhny Novgorod Region Yegor Polyakov called the involvement of a major holding company in building the two clusters "an important step in implementing the whole project".[4] Deputy Chairman of the regional government Artur Baturskiy stressed that the main goal of the ITSC is to develop the region's scientific and technological potential, and that the phased construction of the "Delovaya" and "Sakharova" clusters aligns with the tasks of developing high-tech sectors of the economy.[5] General Director of the Nizhny Novgorod Region Development Corporation Igor Ishchenko noted investor demand for the ITSC project.[4] The authorities have attributed the attraction of the investor to the implementation of the national project "Effective and Competitive Economy".[2]
