The «Delovaya» cluster is one of five clusters of the Innovation Scientific and Technology Centre "Quantum Valley"""), whose construction is planned in Nizhny Novgorod. It is located on Delovaya Street. The construction agreement was signed in August 2026, and commissioning is planned for 2030.[3]
Composition and parameters
The «Delovaya» cluster is being built jointly with the «Sakharova» cluster under a single agreement. The total area of the land plots of both clusters is 4.56 hectares; construction is planned to proceed in stages.[3] The perimeter of «Delovaya» will include administrative and office buildings, research-and-production and laboratory facilities. After construction is completed, resident companies will be able to buy or lease space to carry out their own projects.[3]
Investor and management
The developer of the «Delovaya» and «Sakharova» clusters is AVA Group. The land plots were transferred to the investor under a sublease by the INTC's managing company — the Corporation for the Development of Nizhny Novgorod Region.[1] According to Konstantin Nikonorov, AVA Group's director for infrastructure projects, the project is aimed at creating modern infrastructure for high-tech manufacturing and research and development within the INTC's preferential regime.[3]
Context: «Kvantovaya Dolina»
In total, the INTC "Kvantovaya Dolina" comprises five clusters: «Vysotskogo», «Akimova», «Delovaya», «Sakharova», and «Dzerzhinsk». For the «Vysotskogo» and «Akimova» sites, sublease agreements had already been concluded by August 2026, and infrastructure design is underway there. For the «Dzerzhinsk» cluster, oriented toward the chemical industry, no investor had been determined as of the same date.[1] Residents of the INTC receive benefits for a period of up to 10 years: exemption from profit tax, property tax, and VAT, as well as reduced insurance contributions.[2] According to Yegor Polyakov, deputy governor of Nizhny Novgorod Region, by August 2026 the "Kvantovaya Dolina" project involved 57 companies with a combined investment volume of 33 billion rubles.[3]
