In September 2026, the government of Nizhny Novgorod Region approved a comprehensive transport system development program for 2026–2030, with a outlook extending to 2036. The program consolidates into a single document the development of metro, tram, and electric transport, as well as river and air services. [1] [2]
Metro and tram
The Avtozavodskaya metro line is being extended from Gorkovskaya station to Sennaya station, and the Sormovsko-Meshcherskaya line is being extended with the addition of Sormovskaya station. Deputy Governor Sergey Morozov described Sennaya as part of a major transit hub that will connect the metro to the cable car to Bor. [1]
Tram lines are being extended in Sormovsky and Prioksky Districts, including to Olgino and Novinki. Tram passenger traffic is projected to double: from 24.7 million to 48.9 million trips per year. To achieve this figure, tram tracks in the Sormovo and Prioksky directions are planned to be fully separated from road traffic.[3] [1]
Rolling stock
The focus is on electric transport. In 2023–2024, 120 electric buses were delivered to the region; this year Sormovo is receiving at least 38 trolleybuses with extended autonomous range, with their number to reach one hundred by 2030. The taxi fleet includes 440 electric vehicles. [1]
Since 2017, the region has received more than one and a half thousand buses, of which 306 were procured through special treasury loans. [1]
Other areas
The program provides for multimodality — integrating different modes of transport into a single journey, switching to environmentally friendly fuels, intelligent transport systems, the development of river and air services, and road safety measures. The river fleet carries more than 120,000 passengers a year. [1] [4]
Governor Gleb Nikitin named the quality of transport service and passenger convenience as the program's goals. [1]

The program was approved at a meeting of the regional government attended by Aleksandr Lomakin, First Deputy Minister of Construction and Housing and Communal Services of Russia; Igor Kostyuchenko, Deputy Minister of Transport of Russia; Governor Gleb Nikitin; Deputy Governor Sergey Morozov; and Evgeniy Lyulin, Chairman of the Legislative Assembly.
