Biography and education

Born on October 2, 1975, in Dushanbe. After the dissolution of the USSR, his family moved to Russia. In 1992 he enrolled in the radiophysics faculty of Tomsk State University, and in 1994 transferred to Nizhny Novgorod [4].

He graduated from Lobachevsky University with degrees in "radiophysics and electronics" and "economics and enterprise management" [1]. He is raising two children [4].

Career before election

Since 2004 he has been Executive Director of joint-stock company Khleb, a Nizhny Novgorod bakery enterprise that produces goods under the Sormovsky Bread brand [4]. He has retained this position while serving as a deputy: his official City Duma profile lists it as his primary place of employment [1].

Running in the 2020 elections, Plyaskin declared an income for 2019 of 18.4 million rubles — the highest among candidates across the four Sormovo districts (Nos. 21–24). The declaration lists LLC Khleb and entrepreneurial activity as sources of income [5].

City Duma, 2020–2025 Convocation

In the elections of September 13, 2020, Plyaskin won the single-member constituency No. 23 in the Sormovo District, having stood as a candidate for United Russia [6].

In autumn 2020, he became deputy chairman of the standing committee on economic development, industry, and entrepreneurship, and simultaneously joined the committee on urban development, construction, and architecture [7].

On October 26, 2022, the deputies elected Plyaskin chairman of the committee on economics, industry, and entrepreneurship. The position had become vacant after the previous chairman, Denis Mirov, stepped down early as committee head while remaining a deputy. Upon taking office, Plyaskin named the creation of favorable conditions for economic actors in the city as the committee's focus [7].

On June 26, 2024, at his own request, he left the committee on urban development, construction, and architecture and moved to the committee on budgetary, financial, and tax policy; the City Duma approved the reassignment unanimously [8].

City Duma, First Convocation

The elections of September 12–14, 2025 were held under a new scheme: following the annexation of Kstovsky District to the city, the number of single-member constituencies increased from 35 to 39, and the convocation numbering was restarted — the newly elected Duma was designated the First Convocation. Its inaugural session was held on September 29, 2025 [9].

Plyaskin was re-elected in constituency No. 23, receiving 68.91% of the vote [3] — 4,761 ballots [10]. The electoral commission certified the election results on September 15, 2025; 25 deputies from the previous convocation joined the new body, including the chairs of the standing committees [11].

In the First Convocation Duma, Plyaskin chaired the standing committee on economic development, industry, entrepreneurship, and tourism, and became deputy chairman of the standing committee on budgetary, financial, and tax policy [1][2]. The deputy chairperson of the economics committee is the deputy for constituency No. 25, Zhanna Skvortsova; in addition to them, the committee includes deputies from constituencies No. 8, 22, 24, and 37 [2].

Agenda of the Economics Committee

The remit of the commission chaired by Plyaskin covers the city's socioeconomic development strategy, support for small and medium-sized businesses, investment project management, trade and services infrastructure, industrial promotion, digitalization of the urban economy, and tourism matters, including tourist access to city resources and the organization of tourist events [2].

On 15 June 2026, the commission chaired by Plyaskin reviewed the results of Nizhny Novgorod's socioeconomic development for 2025. Among the figures cited: 1.5 trillion rubles in shipped goods (49.7% of the regional total), 277 billion rubles in fixed capital investment, a consumer market turnover of 636 billion rubles, 74,500 small and medium-sized businesses, and an average monthly wage of 103,800 rubles, up 12.8%. In Plyaskin's assessment, the city "holds strong positions across the key socioeconomic indicators" and ranks among the top five major cities in terms of industrial output, wages, and investment activity. The same meeting addressed oversight of non-stationary retail facilities [12].
