Zhanna Alexandrovna Skvortsova (born August 15, 1975) is a Nizhny Novgorod entrepreneur and deputy of the Nizhny Novgorod City Duma from single-member constituency No. 25, which covers the historic center of the city. She was first elected in September 2020 on the Party of Growth ticket and re-elected in September 2025 on the New People party ticket, becoming the only deputy of that party in the city parliament. She serves as Deputy Chair of the standing commission on economic development, industry, entrepreneurship, and tourism, and as a member of the commission on urban planning and architecture. She is General Director of Sormovsky Kommerchesky Tsentr LLC. [1][9][10]

Biography and business activities

Born August 15, 1975. Graduated from the Nizhny Novgorod Commercial Institute. [1]

Since 2017 she has headed Sormovsky Kommerchesky Tsentr LLC (abbreviated as SK Tsentr LLC). [13][9] Prior to her nomination by the Party of Growth, she was a member of United Russia. [13]

Entrepreneurial issues remain a running theme of her work as a deputy. In her 2021 report, Skvortsova described her role in the Duma as follows: "In the City Duma I represent the Party of Growth — the party of entrepreneurs." [8] She is a member of the Nizhny Novgorod branch of the public organization Delovaya Rossiya (Business Russia) and serves as a public assistant to the Commissioner for the Protection of Entrepreneurs' Rights in Nizhny Novgorod Region, a post held by Solodky Pavel Mikhaylovich. [6][7] In this capacity she attends training seminars organized by the Commissioner's office and participates in meetings between the business community and the Governor and his deputies. [6][7]

2020–2025 term

In the September 2020 elections, Skvortsova received the highest number of votes in constituency No. 25 and joined the 7th-term Duma; she was the only Party of Growth candidate to win a seat. [10][2]

In February 2021 she joined a deputy working group on advertising. The group held five meetings, two of them on-site — on Bolshaya Pokrovskaya Street and Rozhdestvenskaya Street; the work was aimed at bringing the tourist streets into order ahead of Nizhny Novgorod's 800th anniversary and included a review of signage and outdoor advertising. The first year of the term coincided with the pandemic: the constituency office operated remotely, and meetings with residents were subsequently moved outdoors. In 2021 a total of 245 appeals from citizens were received; 219 of them were resolved or received explanations, 37 appeals from organizations were acted upon, and 94 deputy inquiries and submissions to government bodies were prepared. In 2024 the office received 337 appeals — 259 from residents and 78 from organizations; 310 were resolved. The largest category was housing and utilities: façade, roof, and utility network repairs, courtyard resurfacing, refuse collection, and heating-main breakdowns. Among the year's outcomes were the rescheduling of major repairs at 9 Suetinsky Street from 2043 to 2025, and the repair of the lift in entrance No. 4 at 3 Volodarsky Street. [7]

2025-term Duma

The City Council of the first term was elected in September 2025: voting was held across 39 constituencies, including four new ones in the annexed Kstovsky District, with a turnout of 21.33%. [9] The merger of the city and district was formalized in a new charter adopted by the Duma later that year. [6]

In constituency No. 25, Skvortsova received 3,242 votes out of 4,545 valid ballots; her nearest rival, a CPRF candidate, received 411 votes. Five candidates appeared on the ballot; no United Russia nominee was among them. [9]

New People sent one deputy to the Duma — Skvortsova; United Russia won 28 seats, the CPRF five, the LDPR three, and A Just Russia — For Truth two. [9] There are four deputy groups in the Duma — United Russia, CPRF, LDPR, and A Just Russia — For Truth; Skvortsova belongs to none of them. [4]

On October 3, 2025, the Duma re-elected the city head; Shalabayev Yuri Vladimirovich was returned to the post. The majority of deputies supported his candidacy, one LDPR deputy voted against, and Skvortsova and one other LDPR deputy abstained. [11]

From October to December 2025, Skvortsova attended five of the Duma's six plenary sessions. The commission on economic development, industry, entrepreneurship, and tourism, where she serves as deputy chair, held six meetings during the quarter and considered 26 items; the commission on urban planning and architecture held six meetings and considered 21 items. [1][6] The agendas of these commissions included the results of tenders for the sale of municipal property, completed concession agreements, small business indicators for 2024, progress on the municipal digital technology development programme, and payments under contracts for advertising structures. Among the decisions taken by the Duma during her participation, her report cites the consolidated city budget for 2026 with revenues of 75.2 billion roubles and expenditures of 77.1 billion roubles, the introduction of a 2% tourist tax from 2026, the extension of Nizhny Novgorod benefits to residents of Kstovsky District, and the selection of schools Nos. 48, 76, 93, and 123 for major renovation. In December 2025, during the discussion of amendments to the urban improvement rules, Skvortsova stated that a mandatory approval process for lawn restoration projects following earthworks would lead to higher costs and longer timelines, and she questioned Gorkomekologiya's capacity to handle the increased volume of approvals; the municipal economy commission did not support the amendments. Constituency work

Constituency No. 25 is one of four constituencies into which Nizhegorodsky District is divided. [9] Within its boundaries are Bolshaya Pokrovskaya Street, Rozhdestvenskaya Street, Ilyinskaya Street, Minin and Pozharsky Square, Maxim Gorky Square, the Verkhne-Volzhskaya and Nizhne-Volzhskaya embankments, Fedorovsky Embankment, and the surrounding blocks. Constituent surgeries are held at 4 Volodarsky Street on the last Saturday of each month by prior appointment. [1] From October to December 2025 the office received 27 appeals (25 from residents and two from organizations); 16 matters were resolved, 66 deputy inquiries were submitted, and 13 public meetings and events with constituents were held. From the city budget funds allocated on the deputy's initiative, purchases financed at the end of 2025 included a flow-through water heater for kindergarten No. 161 (150,000 roubles) and activities of the Grebeshkovsky and Gorkovksy territorial public self-governance bodies (150,000 roubles). [6]

A separate area of the office's work has been mediating between residents and the property management company of Nizhegorodsky District: a meeting between residents and the company's new management was held on the office's premises. [6]

Public activities

Skvortsova is a member of the public organization Delovaya Rossiya (Business Russia) and of the non-profit charitable organization Yedinoye Sormovo (United Sormovo). [6] She oversees the Sotsialny Uchastkoviy (Social District Officer) project in her constituency, dedicated to targeted assistance for participants in the special military operation and their families.   • The "Light Up a Pedestrian" campaign: 500 reflective elements were distributed to pupils of schools Nos. 14 and 33 and special needs school No. 39 to help prevent road traffic injuries among children. [6]
  • Organization of excursions for activists of the TOS Gorkovksy and TOS Grebeshkovsky territorial self-governance bodies, New Year courtyard trees in the square near the Pushnikov Chambers and in courtyards on Maxim Gorky Street and Zvezdinka Street. [6]
  • Participation in developing a 15-year development strategy for Nizhny Novgorod and in the annual meetings between the business community and the Governor of Nizhny Novgorod Region, a post held by Gleb Nikitin. [6]
