«NizhegorodgrazhdanNIIproekt» (full official name — Municipal Enterprise of the City of Nizhny Novgorod, City Development Institute «NizhegorodgrazhdanNIIproekt») was a design and research organization in the field of urban planning and architecture. It was registered on October 7, 1994, and liquidated on April 17, 2020 through reorganization in the form of merger into Nizhegorodgrazhdanproekt».[2]
Legal status and registration details
The organization operated as a municipal unitary enterprise (OGRN 1025203033976, INN 5260904857). Since November 27, 2002, its founder had been the Administration of the City of Nizhny Novgorod. Its legal address was Ploshchad Svobody, 1, Nizhny Novgorod. Its registration with the Pension Fund is dated August 15, 1991, which indicates that the organization actually existed already in the Soviet period — probably under the name «Gorkovgrazhdanproekt». Over the decades of its work, the institute accumulated extensive knowledge of the city's infrastructure and developed hundreds of projects embodied in the architectural ensemble of the regional capital.[2] The organization traces its history back to 1928: it was then that systematic design of the appearance of Nizhny Novgorod — its buildings, streets and utilities — began.[2].[2]
Financial position and liquidation
For the year 2019 — the last full reporting period before liquidation — the organization reported revenue of 20 thousand rubles with a net loss of 77.6 million rubles and negative equity of −100.5 million rubles. Assets amounted to 24.9 million rubles, fixed assets — 23 million rubles.[2] As a defendant, the enterprise took part in 56 arbitration cases, the last of which is dated December 5, 2019.[2]
On April 17, 2020, the legal entity was liquidated through reorganization in the form of merger; its legal successor became MBU «Nizhegorodgrazhdanproekt» (OGRN 1195275052862), registered on October 18, 2019.[1][2] At the time of liquidation, the acting general director was Sergei Gennadyevich Kulyomin.[2]
In 2012, one of the institute's most significant projects was the reconstruction of Rozhdestvenskaya Street: its specialists recreated the street's historical appearance with cobblestone paving, old-style lamp posts and a wide roadway, while preserving the functionality of the urban environment. The organization's director, Evgeny Usanov, described the task as a search for balance between beauty and utility. As part of the development concept for the Rozhdestvenskaya Street and embankment area, the institute developed a project for a recreational landscaped pedestrian park zone with traffic diverted into underground tunnels — a solution that, at the time, had been implemented in Russia only in Moscow and St. Petersburg.[2]
