The N. N. Muratov Residential House is a two-story wooden house built in 1912–1913 at Sergievskaya Street in the historic center of Nizhny Novgorod. It is a cultural heritage site of regional significance; by 2024 it had been declared unsafe and taken out of use.[1]

Architecture and History

The building was erected as a small urban apartment house (dokhodny dom) — a type of housing characteristic of the historic center of Nizhny Novgorod in the early 20th century. The house belonged to N. N. Muratov. The structure was built in the traditions of academic eclecticism with elements of the Neo-Russian style and traditional folk architecture. Its construction is a log frame of squared timber sheathed in planking; the floors are wooden. The building's total area is 213.2 sq. m, with two above-ground stories. The house has one entrance and three apartments.[1]

The building was registered in the cadastre on 5 July 2011, with register number 522111355780005 assigned in the Unified State Register of Cultural Heritage Objects (EGROKN); the cadastral value of the property is about 492 thousand rubles. The land plot beneath the house, with an area of 254 sq. m (cadastral number 52:18:0060038:20), belongs to the category of settlement lands with the permitted use "for a multi-apartment residential building" and is valued in the cadastre at 2.78 million rubles. At the time of registration, the owner of record was the Nizhny Novgorod Region.

Protection and Condition

The house is included in the register of cultural heritage sites of regional significance. The protection authority is the State Heritage Protection Authority of the Nizhny Novgorod Region. As of the most recent inspection, the building was not in use; its condition was assessed as unsatisfactory. All principal utilities (electricity, water and gas supply, sewerage, and heating) are connected to the building.

In 2023, the house was included on a list of eight Nizhny Novgorod cultural heritage sites for whose restoration the City Hall.[1]

Seizure and Reconstruction

In November 2024, Shalabayev Yuri signed a decree seizing the house and the land plot beneath it for municipal needs, for the purpose of reconstruction. Rights holders are to receive monetary compensation at market value; draft agreements are to be sent to them no later than 60 days after the amount of compensation is determined. After the seizure, the properties are transferred to the municipal balance sheet.[1][2]
