In 1987 he graduated from the All-Union Correspondence Institute of Finance and Economics with a degree in "industrial planning," qualifying as an economist [1].

From September 1981 he worked in Komsomol service: deputy secretary and secretary of the Komsomol committee at the aircraft plant, and first secretary of the Moskovsky District Komsomol Committee in the City of Gorky; in 1988–1990 he was second secretary, then first secretary, of the Gorky Regional Komsomol Committee [1].

From 1990 to 1999 he worked at the Nizhny Novgorod Aircraft Building Plant "Sokol": head of the foreign economic relations department, deputy commercial director, and head of the marketing service [1].

In 2002 he was elected a deputy of the Legislative Assembly of Nizhny Novgorod Region of the 3rd convocation, and in April 2002 its chairman; he led the regional parliament until May 2007, having been reelected in 2006 to the 4th convocation [1]. Earlier still, from 1989 to 1992, he had been a deputy of the Nizhegorodsky District Council of People's Deputies [1].

On October 29, 2020, he was elected chairman of the Legislative Assembly to replace Yevgeny Lebedev, who had resigned early: 33 deputies voted for Lyulin, three for Vladislav Atmakhov (LDPR), and one for Vladislav Yegorov (KPRF) [2]. The new speaker promised "not to stage revolutions" and called for closer work with the regional government on bills even before their official submission [2].

Deputy and Speaker of the 7th Convocation (2021–2026)

In the September 2021 elections he was elected a deputy of the Legislative Assembly of the 7th convocation in the same single-member district No. 11 and joined the United Russia faction [1]. On October 5, 2021, at the first session of the new convocation, he was reelected speaker: in a secret ballot, 42 of the 48 deputies present voted for him; Lyulin's candidacy was nominated by Governor Gleb Nikitin, and the ballot also listed Vladislav Egorov (Communist Party) and Vladislav Atmakhov (LDPR) [6][7].

As speaker of the Nizhny Novgorod parliament, he coordinates the Association of Legislators of the Volga Federal District — the agreement establishing it was concluded in Nizhny Novgorod in May 2002, during his first term as speaker. On June 8–10, 2026, Nizhny Novgorod hosted the jubilee 80th session of the Council of Legislators of the Volga Federal District, which Lyulin opened [3].

After the start of the military operation in 2022, the Legislative Assembly under Lyulin's leadership sent humanitarian aid to residents of the DPR and LPR and to servicemen — dozens of tons of cargo; deputies donated personal funds for vehicles for military units and traveled to the conflict zone and to Khartsyzsk (DPR), a town under the Region's patronage [8]. At the end of May 2022, the Region sent the first Nizhny Novgorod specialists and equipment to Khartsyzsk to restore roads and housing infrastructure [9]. On June 18, 2026, the Legislative Assembly scheduled the elections of deputies of the 8th convocation for September 20, 2026 — they will be held on the single voting day, simultaneously with the State Duma elections [11].

Incident in the forest

In an interview included in the base version of the article, Lyulin recounted how he once got seriously lost in a forest while carried away picking mushrooms. He had neither a watch nor a compass, the weather was overcast, and it was impossible to determine direction by the sun; after choosing the direction that seemed right, he returned four hours later to the very same spot. The orienteering tricks taught at school, using tree bark and moss, did not help, by his own admission.

A stroke of luck got him out: he noticed a strip of trees slightly lower than the rest, guessed that a road had once run there, and followed it, taking care not to lose it. The route turned out long but reliable, and after several hours he came out at a village, where he went to the village council. Lyulin had entered the forest in Semyonovsky District and, after wandering for more than 15 hours, came out in Gorodetsky District, 50 kilometers from where he had entered. At the village council they reassured him: some people had wandered for two or three days, and there had even been cases of people never coming out at all.

After the elections, the presidium of the Nizhny Novgorod regional branch of United Russia again nominated Lyulin for the post of chairman of the regional parliament. The decision was made by secret ballot and sent for approval to the presidium of the party's General Council. Commenting on the election results, Lyulin stated that the Nizhny Novgorod Region parliament had been renewed by more than a third, but that the professional core of the previous body of deputies had been preserved, and that over the next five years the deputies were obliged to ensure the fulfillment of every point of United Russia's People's Program, which was formed from voters' mandates.[13][12]
