Beeline — the trademark of mobile operator PJSC VimpelCom, which has operated in the Nizhny Novgorod Region since 2002[1][5].

Entry into the Region

VimpelCom's regional expansion began following a strategic partnership agreement with Alfa Group and Telenor in May 2001: investments of up to $337 million were planned for regional projects[1].

From September 2001, the subsidiary VimpelCom-R opened branches in nine regions, and planned to open seven more by the end of January 2002, including one in Nizhny Novgorod. By the beginning of 2002, its regional network comprised more than 300 base stations and six switching centers[1].

Operations in the region are handled by the company's Nizhny Novgorod branch[4].

Network

The operator runs second-, third-, and fourth-generation networks in the region and is refarming third-generation frequencies for LTE[4].

In June 2026, fourth-generation coverage was introduced or enhanced in 27 villages, urban-type settlements, and rural localities across fifteen districts and okrugs of the region — from Ardatovsky and Arzamassky to Shatkovsky District. Within Nizhny Novgorod itself, coverage was strengthened near the Nizhny Novgorod Yarmarka and Sormovskiy Park[4].

Ownership

The operator's Russian legal entity is Public Joint-Stock Company VimpelCom, registered on 12 October 1992[5]. For many years it was part of the international group VEON[2].

In autumn 2022, VEON announced the sale of its Russian business; the deal closed on 9 October 2023. The company was bought out by a group of VimpelCom senior executives led by CEO Aleksandr Torbakhov, making the operator fully Russian-owned. The terms of the deal do not include a buyback option, and the total value of VimpelCom was estimated at 370 billion rubles[2].

Regulatory Actions

On 30 September 2016, the Nizhny Novgorod Region office of the Federal Antimonopoly Service fined PJSC VimpelCom 100,000 rubles for sending promotional SMS messages without subscriber consent[3].

The case was triggered by a complaint from a Nizhny Novgorod resident: in May and June he had been receiving messages about entertainment services — e-books, games, and video — and had repeatedly asked the operator to stop them, without success. The commission ruled that such messages constituted advertising and found them to be in violation of the law[3].
