Amendments to the Nizhny Novgorod budget for 2026 were adopted by the City Duma on 23 September 2026. The decision increased both the revenue and expenditure sides of the budget, each by more than 8 billion rubles. After the adjustment, revenue reached 96.8 billion rubles, the highest figure in the city's history, as reported by the head of Nizhny Novgorod, Yuri Shalabaev.[1]
Spending priorities
Most of the additional funds are allocated to extending the Sormovsko-Meschera metro line.[1] A further 337 million rubles are earmarked for road repair and maintenance, and more than 119 million rubles for resettling residents of dilapidated housing.[1]
Payments to those affected by drone attacks
In the same decision, deputies supported the introduction of additional payments to owners of housing and vehicles damaged in unmanned aerial vehicle attacks. Owners of property damaged after 1 April 2026 within the territory of the Nizhny Novgorod urban district may apply for compensation, provided they have not previously received payments on this basis. The amount of compensation and the procedure for providing it are to be determined by a separate regulatory act; no deadline for its adoption was given at the time of the vote. The chairman of the City Duma, Evgeny Chintsov, described the scale of the budget changes as significant, noting that the decisions adopted should both support infrastructure development and address important social needs.[2][1]
Funds for metro development are divided into two components: part goes directly to construction, and part to compensating the municipal enterprise "Nizhegorodskoye Metro" for the cost of carrying passengers and baggage; this was reported at the Duma session by Yuri Mochalkin, director of the Nizhny Novgorod Finance Department.[2]
Additional expenditure items include the major overhaul of Maslyakova Street and the reconstruction of traffic-light installations. Additional funding is also provided for park maintenance, security at educational institutions, subsidized school meals, and the organization of transport for pupils from the rural areas that have been incorporated into Nizhny Novgorod.[2]
