The essence of the phenomenon
An applied mathematician with ambitious plans to subdue everything one can think of in Nizhny Novgorod.
First he developed the Shantsev's Strategy, and then, in the opinion of the experts of the "Nizhegorodskie Khroniki" website, he almost sent the governor into retirement by publishing Ambartsumyan's résumé, in which he admitted that the Government of Nizhny Novgorod Region had financed work promoting one of the political parties.

| If we do not stand up for the future of Nizhny, then for many of us the future will be Moscow, to which a high-speed train will link us very soon. How many people – my contemporaries – already work in Moscow! And for them Nizhny Novgorod is simply a weekend city.

We discussed our subject at length and from many angles. I received a number of very important suggestions and comments on the project. | More and more often I think about what the share of real business in Nizhny is, business not created by officials (the same goes for the new expensive foreign cars, who buys them??)..
I.e. about 60 percent of the business in our city is pass-through firms and structures close to the authorities. so tell me please, how many real businessmen are there among businesspeople?? Special attention should also be paid to the culture of complaints about the actions of officials and their business structures. as a rule, only those who are not built into this system and have been cheated by it, wronged by it, complain. Only after that do we learn anything at all. But where there is peace and quiet in the carving up of the people's money – there is nothing but calm and grace, and it will never come out in the media, because mutual cover-up does not allow it. That is why we can observe only the tips of the scandalous icebergs. Want to catch a corrupt official: just look for expensive cars with plates OOO, AAA, NNN next to restaurants, banyas and the like. |

| THE HOUNDING going on in the media on the subject of officers gone berserk irritates even me. The string of stories about the misdeeds of officers (THE YEVSYUKOV AFFAIR) never leaves the TV screens.
Now some are run over by a car, now others are shot, now a journalist is killed. And such aggressive outbursts are spotlighted that Minister Nurgaliev has no choice but to tell the population that YOU SHOULD FIGHT BACK AGAINST THEM. And that is already frightening. The whole information campaign is aimed at discrediting the agencies and apparently the Minister specifically. There is not a trace of any counter-reaction in the media that would let the militia show its "closeness to the people". Why?? On the reform of the Interior Ministry structures No lessons in kindness, courage and nobility will help the present officers, even if all of it is written into their job descriptions, because as it is they do not read the laws, the ones that have to be enforced. The disgraced traffic cop walks off to his car and I, spitting in his direction, drive away. THERE IT IS, SELECTIVE LAW ENFORCEMENT. Some are allowed to stand all day, and others are not. In my own city I see them every day, dozens of times, and it is habitual for us, we do not notice that the number of officers is already greater than the number of really active citizens of civil society. |

| - Who is funding the project at the moment?
- The same question is being asked both in the grey house and in the white house. And each of them suspects the opponents. In fact nobody is funding the project at the moment. There are amazing people in the city who plant a forest of twelve thousand trees with their own money. And they do not talk about it. And a perfectly ordinary person can afford to make a public project and invest some relatively small amounts of money. It is simply that, if you act correctly, you can set up all the parameters of the system in such a way that everything will be given to you free of charge. The people who work on this project can work from the heart. And do their work for a salary, without extra money. Because they live in this city, and will be living in it tomorrow. - What kind of annual budget are we talking about? - This year 250 thousand roubles were actually spent. I would estimate the additional resources that were obtained thanks to connections and the disinterested help of other people at 2.5-3 million roubles. These are services and work that were essentially done free of charge. In the first quarter of 2010, I think, roughly the same amount will be spent. I repeat that we are not talking about real money. Money is the equivalent of the work done. Next year a grand advertising campaign for the project will be run among ordinary residents. We have got everything we needed from the experts. All the authorities have been informed. But that is a very narrow platform for discussion. It is important for us that the population of the city takes an active part in the project. We are making the internet portal "Novy Nizhny". It will carry about 50 different surveys on the subject of the city. We would very much like to make a television talk show - a project similar to "Name of Russia". But for now we have problems with television. They are also connected with the political confrontation in the region. |
