- We have filed the documents to register the charitable foundation «Novy Nizhny», whose task is to raise additional funds – from townspeople, companies and firms that are interested in the project, since – I will stress once again – I am not expecting financial support from anyone. The copyright for the project is registered with the Chamber of Commerce and Industry. A trip to Moscow to exchange experience is planned. On 5 December I in fact spent an entire day with Artemy Troitsky (together with Sergey Kamaev and Sergey Popov we were among the organisers of his visit to Nizhny Novgorod). We discussed our subject at length and from many angles. I received a number of very important suggestions and comments on the project. In particular, Artemy Kivovich promised to introduce me in Moscow to one of the most successful specialists in territorial branding.

I.e. about 60 percent of the business in our city is pass-through firms and structures close to the authorities. so tell me please, how many real businessmen are there among businesspeople?? Apparently only those who work in the business to business segment. And there are very few of them.

Only after that do we learn anything at all. But where there is peace and quiet in the carving up of the people's money – there is nothing but calm and grace, and it will never come out in the media, because mutual cover-up does not allow it.

Tenders in our city are run in an amusing way.

I never tire of marvelling at the creative genius of the people who draw up the bids. Now, when they come to the city districts, businessmen are immediately offered 10000 roubles each so that they leave at once. This is about landscaping and so on. I.e. 10 participants come, they are handed money and told to get lost. The city is preparing for elections, money is needed, so only the relatives of our own people win. I will tell you how they steal in one of the districts of the region with the best socio-economic indicators. My monitoring is compiled from the materials of the regional media and a personal survey of local VIPs.

In fact nobody is funding the project at the moment. There are amazing people in the city who plant a forest of twelve thousand trees with their own money. And they do not talk about it. And a perfectly ordinary person can afford to make a public project and invest some relatively small amounts of money.

It is simply that, if you act correctly, you can set up all the parameters of the system in such a way that everything will be given to you free of charge. The people who work on this project can work from the heart. And do their work for a salary, without extra money. Because they live in this city, and will be living in it tomorrow.

- What kind of annual budget are we talking about?

- This year 250 thousand roubles were actually spent. I would estimate the additional resources that were obtained thanks to connections and the disinterested help of other people at 2.5-3 million roubles. These are services and work that were essentially done free of charge.

In the first quarter of 2010, I think, roughly the same amount will be spent. I repeat that we are not talking about real money. Money is the equivalent of the work done.

Next year a grand advertising campaign for the project will be run among ordinary residents. We have got everything we needed from the experts. All the authorities have been informed. But that is a very narrow platform for discussion. It is important for us that the population of the city takes an active part in the project.
