Vyacheslav Borisovich Aksinin (born June 3, 1958) is a deputy of the Legislative Assembly of Nizhny Novgorod Region of the VII convocation, member of the "United Russia" faction, general director of the Nizhny Novgorod electric grid company OOO "ZEFS-ENERGO", and a candidate of economic sciences.[1][2] He entered the regional parliament twice: in 2016 he joined the VI convocation via the "United Russia" party list, and in 2021 he received a VII convocation mandate from regional group No. 19.[3][4] Before reaching the regional level he was a deputy of the V convocation of the Nizhny Novgorod City Duma, and from 2001 to December 2002 he headed the Department of Finance and Tax Policy of the Nizhny Novgorod city administration.[1][5]

Biography

He was born on June 3, 1958. He graduated from Lobachevsky Nizhny Novgorod State University with degrees in "engineer-physicist" and "economist," as well as from the Academy of National Economy under the Government of the Russian Federation. He is a candidate of economic sciences.[1]

From 2001 he headed the Department of Finance and Tax Policy of the Nizhny Novgorod city administration. According to the Ministry of Finance of Nizhny Novgorod Region, under him the city's 2002 budget became a "salary budget": under a federal decree, wages for public-sector employees were raised 1.8-fold. During the same period the city's first bond issue was arranged, which in 2002 was named deal of the year in the municipal bond market by the magazine "Rynok Tsennykh Bumag" (Securities Market). In December 2002 the department was taken over by Svetlana Ivanovna Utrosina.[5]

Outside parliament

General director of OOO "ZEFS-ENERGO" since May 8, 2008. The company was registered in Nizhny Novgorod on March 22, 2004, with electricity transmission as its main line of business according to the Unified State Register of Legal Entities (EGRUL). Aksinin is not the owner of the firm: the sole founder, with a 100 percent stake, is Anton Valeryevich Averin.[6]

According to its own description, "ZEFS-ENERGO" operates as a territorial grid organization: electricity transmission and technological connection to power grids. The company services seven main step-down substations, 512 units of power equipment, distribution and transformer substations with a combined rated capacity of 700 MW, 340 km of high-voltage cable lines and 60 km of overhead power lines; the company's staff numbers more than 100 people.[7]

Aksinin heads the Public Council under the Ministry of Finance of Nizhny Novgorod Region: in that capacity he was named in a regional government announcement of June 4, 2026 about public hearings on the execution of the regional budget.[8]

In the Legislative Assembly

In the V convocation (2010–2015) of the City Council, Aksinin was elected from a municipal electoral district; he belonged to the "United Russia" faction and worked on the commission for budget, financial and tax policy and on the commission for municipal economy.[1]

Following the 2016 elections he joined the VI convocation of the Legislative Assembly of Nizhny Novgorod Region — on the list of deputies elected via party lists, listed under the "United Russia" party.[3]

The VII convocation mandate came to him in 2021 not directly: regional group No. 19 of the "United Russia" list won 56.26%, the group's lead candidate Valery Antipov was elected via single-member district No. 19, and the mandate from that group passed to the next person on it — Aksinin.[4]

On April 8, 2026, Aksinin filed papers for "United Russia"'s preliminary vote in territorial group No. 20, which covers the Vorotynsky urban district and the Krasnooktyabrsky, Lyskovsky, Pilninsky, Sechenovsky and Spassky municipalities.[9][10] According to the outlet "Nizhny Seychas," he was among the first to enter the party's primaries.[11]

On his decision he said: "I have already served two terms as a deputy of the Legislative Assembly and have decided to run for a third." According to him, residents of the region's southeastern districts asked him to agree to run for the next convocation; among the tasks he named was overseeing — together with Valery Antipov — the construction of new schools in Lyskovo, in order to eliminate the second shift in the city.[9]

In a review of the VII convocation published by "Nizhny Seychas" on April 21, 2026, it was noted that Aksinin would turn 68 by September, and would turn 73 by the end of the next convocation if re-elected; the same piece named him among the deputies holding an academic degree.[11] In an expert influence rating of Legislative Assembly deputies published by the same outlet on August 20, 2026, he placed 22nd with 119 points and fell into the "medium influence" group: 84 points for influence, 25 for name recognition, and 10 for information activity.[2]
