He began his working life in 1977. 1981-1983 — service in the ranks of the Soviet Army. 1983-1989 — worked at enterprises of the Municipal Services Complex of the city of Moscow. 1989-1991 — worked in the agencies of the USSR Ministry of Internal Affairs. 1992-2000 — general director of the "Leningradskoye" municipal-production association. 2000-2005 — consultant in the department of the Vice-Mayor of Moscow, head of the Commission on Investment Policy under the Vice-Mayor of Moscow, head of the Housing Policy Department of the Moscow Government, head of the Department for the Development of Mortgages, Insurance and Advertising of the Moscow Government. 2005-2006 — head of the operational and administrative Directorate of the Governor of the Nizhny Novgorod Region.
Since May 2006 — Minister of Housing Policy and Housing Fund of the Nizhny Novgorod Region. In 2001 he headed the working group for developing the comprehensive program "Reforming and Modernizing the Housing and Utilities Sector of the City of Moscow". From 2002 to 2004 he headed the Commission on Investment Policy under the Vice-Mayor of Moscow for the development and implementation of the "Program of Housing Construction under the City Order through 2005" and "On Housing Construction Targets for the Period through 2010", approved by the Moscow Government on July 2, 2002, No. 494-PP. In 2004 he was awarded the title "Honored Worker of Housing and Utilities of the Russian Federation".
