In March 2026, a criminal case was opened in Nizhny Novgorod alleging fraud during the major renovation of trolleybus depot No. 2 in the Sormovo district. According to investigators, tens of millions of rubles in public funds were embezzled in the course of contract performance.[1]
Background
The state enterprise "Nizhegorodelectrotrans" (KET) entered into a contract with Nizhny Novgorod-based LLC "Liga" (OGRN 1025202403302, INN 5257013995, registered on 17 March 1995) for the development of project documentation and the carrying out of repair works at depot No. 2, valued at 306 million rubles. The company received an advance payment of 146.7 million rubles, of which 96 million rubles were transferred to a subcontractor. According to investigators, the actual volume of work performed amounted to only 16.7 million rubles, while 79.3 million rubles are believed by law enforcement to have been embezzled.[1]
In addition to depot No. 2, LLC "Liga" held contracts for the major renovation of two other KET facilities: depot No. 1 in Sovetsky District, valued at 262.2 million rubles, and depot No. 3 in Avtozavodsky District, valued at 200.8 million rubles. All work was to have been completed by 5 November 2025. The client unilaterally terminated all three contracts, and the contractor was placed on the register of unscrupulous suppliers.[1]
Investigative Actions
The press service of the Main Directorate of the Ministry of Internal Affairs for Nizhny Novgorod Region announced the opening of the criminal case. In the course of the investigation, three managers and founders of the contracting and subcontracting organizations were questioned. Two of them were placed under house arrest as a preventive measure; the third was released on a travel ban. Searches were conducted at the places of residence and work of those involved.[1]

LLC "Liga" was registered in Nizhny Novgorod on 17 March 1995; its primary line of business is the construction of residential and non-residential buildings. Ganin Vyacheslav Rudolfovich has served as director since 30 September 2009 and is also one of the founders. The second founder is Kuzmichev Andrey Nikolayevich (since February 2024). According to public procurement records, the company has concluded a total of 43 contracts worth approximately 2.7 billion rubles. For the 2025 fiscal year, revenue amounted to 159.7 million rubles, net profit was negative (−18.5 million rubles), and total assets stood at 791.6 million rubles. The average headcount is 18 employees. The company is listed in the SME register as a small enterprise.[2]
