In October 2026, construction of the terraced park in Pochaina Ravine in Nizhny Novgorod effectively came to a halt because of an unresolved dispute over the contract price between the client and the general contractor.[1]
Progress of the work and condition of the site
As of October 2026, construction was 65% complete — the same figure that had been recorded back in June of that year.[2] By that point, most of the anti-landslide measures had been completed, and the main storm sewer, the pedestrian tunnel under the Lykova Dam, the structures of the new Studencheskiy footbridge, and the landscaping of part of Architect Kharitonov Street had been finished.[1] Builders were still assembling the pedestrian bridge, but a GIPERNN.RU correspondent who inspected the area found no workers there: a disassembled tower crane lay next to the crossing, the bridge deck was not ready, and no active work was under way at other sections of the ravine either.[1]
A significant amount of work remained: reinforcing the slopes and grading the territory, building roads and pedestrian paths, constructing an amphitheater and viewing platforms, and landscaping.[2] According to the design documentation, phased acceptance of the site is not provided for — the park will be accepted as a whole once all the work is finished.[2]
Reasons for the stoppage and the court dispute
Work has been suspended until the question of the contract price is settled.[1] The cause was a revision of the project that required additional work; according to the state expert review, the cost of construction increased, but the amount offered by the client — the municipal institution "GUMMiD" — turned out to be substantially lower.[1] The question of amending the contract terms went to court: the plaintiff is the general contractor, JSC DiRON, and the third parties include JSC Crocus International, which carried out the engineering preparation of the territory and is likewise interested in an increase in the price.[1]
After the court settlement, the parties plan to conclude a supplementary agreement, on which the new completion deadlines depend. As of October 2026, the agreement had not been signed, and the new deadlines have not been determined.[2][1]
History of Deadline Postponements
The contract for the construction of the park was concluded in October 2022. The facility was originally scheduled to be completed by November 2025; in October 2025, at the contractor's request, the deadline was postponed to November 2026 — owing to the need to revise the design, carry out additional work on relocating utility networks, and a delay in handing over the construction site.[1] Earlier, work had already been temporarily suspended because of the need to agree on changes to the terms of the contract.[2] In 2026, more than 2.6 billion rubles from the regional and municipal budgets were allocated to continue construction of the terraced park.[2]
