The Inspection of State Control and Supervision of Nizhny Novgorod Region ("Nizhgoskontrol") is a regional executive authority created in August 2026 by merging the State Inspection for Supervision of the Technical Condition of Self-Propelled Machinery and Other Equipment into the State Housing Inspection of Nizhny Novgorod Region, which was simultaneously renamed. The agency began work on 1 September 2026.[1]

Creation

The idea of forming a single controlling authority was announced by Gleb Nikitin in June 2026.[2] On 14 August 2026 he signed a decree amending decree No. 6 of 15 January 2018 "On approval of the structure of executive bodies of Nizhny Novgorod Region"; the document was published on the legal information portal.[5] Under the decree, the State Inspection for Supervision of the Technical Condition of Self-Propelled Machinery and other equipment was merged into the State Housing Inspection, after which the combined structure was renamed the Inspection of State Control and Supervision of Nizhny Novgorod Region.[4] Deputy Chairman of the Government of Nizhny Novgorod Region Denis Ismagilov was appointed to oversee the new agency.[3]

Powers and objectives

Supervision of the technical condition of self-propelled machinery and other equipment, along with the provision of related public services, is retained in full.[3] The inspection continues to oversee the work of management and resource-supply companies, the quality of utility services, and the upkeep of residential buildings. A new area of focus is stricter control over landscaping, cleanliness and order — regardless of who is responsible for a given area: the municipality, a management company, or a homeowners' association (TSZh).[5]

Residents may approach Nizhgoskontrol directly on a wide range of issues: from illegal advertisements and graffiti to parking on lawns, dilapidated structures, inadequate courtyard cleaning, and violations during excavation work. A unified system of rules and standards for the upkeep of territories is envisaged, applying equally in large cities and in small settlements.[5] According to Governor Nikitin, the agency's task is to build "a transparent and understandable system: from a resident's complaint or the discovery of a violation to its actual resolution."[3] The merger is also intended to eliminate the duplication of functions among different agencies, which previously left residents unsure of where to direct their complaints.[5]
