Remote electronic voting (REV) for the elections of deputies to the State Duma of the ninth convocation and the Regional Legislative Assembly of the eighth convocation took place from 18 to 20 September 2026, running in parallel with traditional in-person voting at 2,174 stationary polling stations across the region. Only those voters who had pre-registered through the Gosuslugi portal by 14 September 2026 inclusive were eligible to use REV.[1]
Organization and access
To participate in electronic voting, voters were required to submit an application in advance through the Gosuslugi portal. On voting days, access to the ballot was provided through the federal REV portal at vybory.gov.ru — with no restrictions on the time of day, unlike polling stations, which operated from 08:00 to 20:00.[1][3] The Chairman of the Regional Legislative Assembly of Nizhny Novgorod Region, Evgeniy Lyulin, chose precisely this form of voting.[4] Governor Gleb Nikitin, for his part, preferred to visit a polling station in person at School No. 14 in Nizhny Novgorod, but noted the convenience of the electronic format for registered voters.[2]
Turnout
The REV participant list included 159,954 voters from Nizhny Novgorod Region. As of 15:00 on 19 September 2026, 115,067 of them had cast their votes — a turnout of 71.94% among those registered for electronic voting. The overall regional turnout (including REV) had reached 32.82% by the same point in time, corresponding to 811,306 voters.[3]
