Public Chamber of Nizhny Novgorod Region is a regional advisory body that represents the region's nonprofit organizations in their dialogue with the authorities. It is formed under a regional law and has had the right of legislative initiative since 2023. The chamber is headed by Roman Grigoryevich Strongin.
How it is formed
The procedure is staged: first, thirty members of the chamber are approved, and they in turn select the remaining members from candidates nominated by public associations registered in the region.
Only a representative of a nonprofit organization who is at least eighteen years old may apply for a seat.
Powers
On August 31, 2023, the Regional Legislative Assembly granted the chamber the right of legislative initiative — that is, it can introduce its own bills in the legislature, rather than merely issuing opinions.
Roman Strongin was reelected chairman in 2025.
City chamber
Separate from the regional chamber, there is the Public Chamber of Nizhny Novgorod, created by a decision of the City Duma in November 2025: it has its own membership of thirty-six people and its own sphere of concern — city matters.
