Mikhail Nikolaevich Pershin (born 14 February 1977, the village of Chernolesskaya Pustyn, Borsky District, Gorky Oblast) is a deputy of the 7th convocation of the Legislative Assembly of Nizhny Novgorod Oblast, elected to parliament in 2021 on the United Russia party list from a territory that includes part of the Sormovsky District of Nizhny Novgorod. From December 2018 to April 2024 he headed the Krasnoye Sormovo shipyard [1].

Biography

He was born on 14 February 1977 in the village of Chernolesskaya Pustyn, Borsky District, Gorky Oblast. In 2001 he graduated from the R. E. Alekseev Nizhny Novgorod State Technical University as a marine engineer, and in 2010 from the N. I. Lobachevsky Nizhny Novgorod State University as an economist-manager. Before joining the shipyard he worked as a security guard at Kordon, with a break: from October 1995 to January 1997 and from October 1997 to April 1999 [1].

Outside parliament

He joined the Krasnoye Sormovo shipyard in May 2001 as a ship-hull builder in the chief builder's department; from March 2007 he held the post of deputy executive director for production — chief ship builder, and from February 2014 he was executive director [1]. In January 2018 the board of directors appointed him acting general director, and on 28 December 2018 decided to appoint him general director [5]. According to the outlet V Gorode N, Pershin is a laureate of the Nizhny Novgorod Prize for designing and building tankers of project 19619 [5].

On 6 October 2021 the shipyard held an opening ceremony for an educational and industrial shipbuilding cluster bringing together the enterprise, nine schools of the Sormovsky District, and universities and colleges. According to Pershin, Nizhny Novgorod would become a site for developing "innovative educational practices in early career guidance" [6]. In the council of the Nizhny Novgorod Association of Industrialists and Entrepreneurs he is listed as a deputy of the Legislative Assembly [9].

In the Legislative Assembly

In United Russia's preliminary vote ahead of the 2021 elections, Pershin ran in regional group No. 5 and, according to results published on 31 May 2021, received 2,951 votes [2]. He entered parliament on the party list; he works in the United Russia faction and sits on the committee on transport and roads and the committee on economy, industry, support for entrepreneurship, trade and tourism [1].

In July 2024 Pershin, together with the head of the Sormovsky District administration Svetlana Gorbunova, inspected improvement works in central Sormovo as part of a "party landing" checking on implementation of United Russia's people's programme. Speaking about the Nikolai Zharkov square, named after the director who headed the plant for more than 30 years, the deputy said: "180 trees and shrubs have been planted here" [7].

In the sixth influence and effectiveness rating of 7th-convocation Legislative Assembly deputies, published by the Nizhny Seychas agency on 20 August 2026, Pershin ranked 32nd in the "Outsiders. Weak influence" group with an overall score of 55 points [8].

Departure from the post of shipyard general director

On 16 April 2024 Kommersant-Privolzhye reported that Pershin might leave his post following an audit of the enterprise conducted by United Shipbuilding Corporation: he was on sick leave, the chief engineer Dmitry Maksimov was performing the director's duties, and on that same day the board of directors was to consider the question of disciplinary action against the general director. Pershin himself told the outlet only that he "was working" at the plant [3].

The board of directors terminated his powers as general director ahead of schedule on 17 April 2024, appointing deputy for production Oleg Tyukayev as acting director. According to Kommersant-Privolzhye, United Shipbuilding Corporation decided to replace Pershin following the audit, having earlier tried to issue him a reprimand for procurement violations and lack of cooperation with other enterprises of the corporation [4]. As of August 2026 he is listed in the Nizhny Seychas rating as a sitting Legislative Assembly deputy in the United Russia faction [8].
