The United Shipbuilding Corporation (USC) is a Russian state-owned company established in 2007 by presidential decree to consolidate the country's shipbuilding enterprises.[2] One hundred percent of its shares are in federal ownership; since August 2023, the corporation has been placed in the trust management of VTB Bank.[2] Its headquarters is located in Saint Petersburg.[3] For Nizhny Novgorod Region, USC is significant primarily through the Krasnoye Sormovo Plant, one of the oldest Russian shipbuilding enterprises, founded in 1849 and part of the corporation.[2]
Structure and Ownership
The sole shareholder of USC is the Federal Agency for State Property Management (Rosimushchestvo).[3] The corporation's perimeter includes dozens of enterprises; among them are the Sredne-Nevsky Shipyard, the Moscow Shipbuilding and Ship Repair Plant, and a number of design bureaus.[3] In 2024, the Marine Instrument Engineering Corporation was merged into USC; in 2025, the Kingisepp Machine-Building Plant was acquired.[3] The corporation's revenue grew from 400 billion rubles in 2023 to 525 billion rubles in 2025.[3]
Nizhny Novgorod Enterprises
The Krasnoye Sormovo Plant is USC's main Nizhny Novgorod asset and has been designated by the corporation as the lead enterprise for building ships based on the unified platform solution "Platform No. 1". On the basis of "Platform No. 1", USC plans to build various types of commercial vessels — dry cargo ships, container ships, and tankers — using a single base architecture and the most unified technical solutions possible.[4][2] In September 2024, the plant began cutting metal for the lead dry cargo ship of the KSD1 project; completion of its construction is scheduled for 2027.[2] USC received a firm order for 10 ships of this type, with an option for another 75 units.[2] The investment program of the Krasnoye Sormovo shipyard has been set at up to 10 billion rubles.[2] In October 2026, the plant delivered dry cargo ships of the RSD59 project to customers — including the fourth within a month.[1]
In 2011, USC considered acquiring the Nizhny Novgorod Oka Shipyard, which belonged to Vladimir Lisin's Universal Cargo Logistics Holding. The head of the corporation, Roman Trotsenko, reported that an independent valuation of the enterprise had been commissioned from auditors at a "Big Four" firm; price negotiations had not been concluded at that time.[1]
Authority
Since 2023, the general director of USC has been Andrey Puchkov.[3] Previously, the corporation was headed by Roman Trotsenko.[1]

The modernization of the plant accompanying the launch of "Platform No. 1" is expected, according to USC's calculations, to provide a production capacity of up to 20 cargo ships per year.[4]
According to the corporation's specialists, the platform approach can reduce the cost of building a vessel by more than 20%, cut the number of unique components by 20%, and increase construction speed by 30%.[4]
First Deputy Governor of Nizhny Novgorod Region Egor Polyakov took part in the metal-cutting ceremony.[4]
