Olga Yuryevna Sulima (born 30 October 1963, urban-type settlement of Sukhobezvodnoe, Semyonovsky District of Gorky Region) is a Nizhny Novgorod state finance official who has served as Minister of Finance of Nizhny Novgorod Region since 2008. She holds the honorary title of Honored Economist of the Russian Federation.[1]

Education and Early Career

In 1986 she graduated from the All-Union Correspondence Institute of Railway Transport Engineers with a degree in economics and organization of railway transport.[2] She began her working life as an accountant-auditor in the centralized accounting office of the educational institutions department of the Gorky Railway administration, then moved to the financial service of the same administration as an economist.[1][3] In 2001 she graduated with distinction from the Nizhny Novgorod Law Academy with a degree in jurisprudence.[1]

From 1992 to 1994 she served as Deputy Head of the Control and Audit Chamber of the Regional Soviet of People's Deputies and the Legislative Assembly of Nizhny Novgorod Region. From 1994 to 1997 she was First Deputy Head of the Federal Treasury Directorate for Nizhny Novgorod Region; the creation and establishment of that agency is closely associated with her name.[1] During the same period she also held the position of Deputy Vice-President for Finance at OJSC NK NORSI-Oil for a time.[2]

Work in the Administration of Nizhny Novgorod

In 1998, Sulima was appointed Deputy Head of the Nizhny Novgorod Administration and Director of the Department of Finance and Tax Policy, and in 2001 she became First Deputy Head of the city administration.[1] During this period, several city projects were carried out with her direct participation: the reconstruction of the Trud Stadium and the construction of an artificial ice rink, the commissioning of the "Burevestnik" metro station, and the reorganization and construction of a new building for City Clinical Hospital No. 29.[1]

From 2002 to 2008, she headed CNFI LLC and Zefs-Energo LLC.[2]

Minister of Finance of Nizhny Novgorod Region

In August 2008, Sulima was appointed Minister of Finance of Nizhny Novgorod Region.[2] In October 2023, her candidacy was approved by the Russian Ministry of Finance, after which Governor Gleb Nikitin reappointed her to the post during the formation of the renewed regional government.[4]

Under Sulima's leadership, a three-year regional budget for 2009–2011 was drawn up for the first time and adopted by the Legislative Assembly. Between 2008 and 2022, the revenue of the region's consolidated budget increased 3.1-fold. Every year, more than 60% of regional budget expenditures go to the social sector.[1] In preparation for the 800th anniversary of Nizhny Novgorod, the budget financed large-scale restoration of cultural heritage sites, including the Kremlin, the landscaping of the "Prioksky" park, and the construction of an educational complex and a transport interchange in the Sormovo District.[1]

Sulima took part in securing infrastructure budget loans for extending the metro lines to the Sennaya and Sormovskaya stations, reconstructing the historic center, and repairing and building tram tracks. In 2023, an additional 4 billion rubles were raised for these purposes.[1] In 2016, she set the market value of the NIMB building complex (two academic buildings, a dormitory, and a boiler house) at 357 million rubles, based on an independent appraisal, when the question of transferring the property to a state university was under consideration.[4]

Awards

Sulima has been awarded the honorary title "Honored Economist of the Russian Federation," an Acknowledgment from the President of the Russian Federation, the Orders of Nizhny Novgorod Region "For Civic Valor and Honor" of all three degrees, the badge "Excellence in Financial Work," and the medals of S.Yu.
