The Ministry of Tourism and Traditional Crafts of the Nizhny Novgorod Region is a regional executive authority established on 25 April 2024, responsible for developing tourism and traditional folk arts and crafts within the region.[5] The Ministry is located in the Kremlin (Building 14); as of 2026 it is headed by Minister Sergey Vladimirovich Yakovlev, with Aleksandr Vladimirovich Zakharychev serving as First Deputy Minister and Natalya Ilyinichna Gviliya and Ksenia Nikolaevna Volkova as Deputy Ministers.[2]

Powers

Under the regulations approved in 2018 and subsequently amended on numerous occasions, the Ministry exercises powers relating to creating favorable conditions for the development of tourism in the region, reviving and developing traditional folk arts and crafts, and coordinating the exhibition, congress, and trade fair activities of the Nizhny Novgorod Region Government.[2][3] The Ministry participates in international tourism exhibitions — it has represented the region, in particular, at the Intourmarket (ITM) exhibition. In March 2023, a delegation from the Nizhny Novgorod Region took part in the 29th International Tourism and Hospitality Exhibition MITT at Crocus Expo in Moscow: more than 160 representatives of the region attended, including tour operators, collective accommodation facilities, cultural institutions, and municipalities; the presentation stand was themed "Nizhny Novgorod: 100% Real Russia," built around the image of the Pakgauzy warehouses, with visitors shown traditional folk arts and crafts alongside offerings from Nizhny Novgorod tour operators.[7][4]

Regulation of Guest Houses

In 2026, the Ministry drafted a proposed regulation that would require guest house owners to install individual utility meters. According to the authors of the document, current legislation does not oblige guest house owners to install such meters, resulting in an unjustified understatement of utility payments: actual resource consumption in guest houses exceeds the standards set for residential premises, and municipalities are forced to compensate utility supply organizations for lost revenue. The Ministry regards this situation as an unfair payment system. The draft was published for public discussion; at the time of its preparation, only around one third of the potential participants in the guest house pilot scheme were found to be ready for it.[1]

The Ministry is registered as a legal entity as of 25 April 2024 (OGRN 1245200011825, INN 5260494897). The founder is the constituent entity of the Russian Federation — the Nizhny Novgorod Region. As of 2025–2026, the Ministry has entered into 9 contracts under the public procurement system totalling approximately 57.2 million rubles.[5]
