The Ministry of Ecology and Natural Resources of Nizhny Novgorod Region is a regional executive body that is part of the Nizhny Novgorod Region government and carries out state policy in the fields of environmental protection, natural resource management, and environmental safety within the region. Each year the Ministry prepares a report, "The State of the Environment and Natural Resources of Nizhny Novgorod Region"; the 2009 edition was prepared jointly with the Federal State Institution TFI for the Volga Federal District and published in Nizhny Novgorod in 2010. It runs to 289 pages, was edited by Yu.N. Gagarin and T.A. Kosarikova, and contains information on the environmental situation, measures to improve it, and the condition and use of the region's natural resources.[1]
Powers and Activities
The Ministry's tasks include, among other things, receiving citizen complaints about air pollution and other environmental violations, as well as approving environmental protection documentation. For example, in July 2026 the Ministry received complaints from residents of Gorodets about dark and yellow smoke, with a sharp smell of burning, burnt rubber, and plastic, coming from the stack of the woodworking enterprise PlyWood.
The Ministry also takes part in approving plans of measures on pollutant emissions, which business entities are required to draw up. In particular, during an inspection of the general contractor for the reconstruction of the Nizhny Novgorod Aeration Station, SoyuzDonStroy LLC, the absence of such a plan was established; the company explained that the document had been prepared and submitted for approval to the Ministry of Ecology and Natural Resources of Nizhny Novgorod Region.
