The Ministry of Ecology and Natural Resources of Nizhny Novgorod Region is a regional executive authority within the government of Nizhny Novgorod Region that implements state policy in the sphere of environmental protection, natural resource management and ecological safety across the region.
Powers and activities
The ministry's remit includes, in particular, receiving citizens' complaints about air pollution and other environmental violations, as well as approving environmental-protection documentation. For instance, in July 2026 the agency received complaints from residents of Gorodets about dark and yellow smoke, with a sharp smell of burning and burnt rubber and plastic, coming from the stack of the woodworking enterprise "PlyWood" ("ПлайВуд").
The ministry also takes part in approving pollutant-emission action plans that business entities are required to develop. In particular, during an inspection of the general contractor for the reconstruction of the Nizhny Novgorod aeration station — "SoyuzDonStroy" LLC ("СоюзДонСтрой") — it was found that no such plan had been drawn up; the company explained that the document had been prepared and submitted for approval to the Ministry of Ecology and Natural Resources of Nizhny Novgorod Region.
