Shiryaev Mikhail Vissarionovich (born July 23, 1961, Gorky, now Nizhny Novgorod) — engineer and economist, who served as Vice-Rector of the Nizhny Novgorod State Technical University n.a. R.E. Alekseev named after R. E. Alekseyev from 2002 through the 2020s, and subsequently as Director of the Institute of Physical-Technical Intelligent Systems at the nuclear university MEPhI; Doctor of Economic Sciences, Candidate of Technical Sciences.[1][2]
Radio Engineering and Higher Education
He graduated from the Gorky Polytechnic Institute named after A. A. Zhdanov in 1984 with a specialization in the design and manufacturing technology of radio equipment, and remained there as an assistant lecturer, senior lecturer, and associate professor.[1][2]
He defended his candidate's dissertation in the fields of "theoretical foundations of radio engineering" and "computer-aided design systems" in 1989, and received the rank of associate professor in 1997. From 2002 he served as Vice-Rector for Academic Affairs at the technical university.[1][2]
He defended his doctoral dissertation in a different field: in 2019, in economics and national economic management, with a focus on economic security.[2]
Economic Security of the University
The research topic that Shiryaev pursued together with the rector of the technical university, Dmitriev Sergei Mikhailovich, and Sergey Mityakov, was the economic security of a technical higher education institution. In 2014, the journal Vyssheye Obrazovaniye v Rossii (Higher Education in Russia) published two of their articles: one on a system of indicators for such security, and another on analyzing their dynamics using the technical university as a case study.[3][4]
By 2018, the topic had expanded to the regional level: a paper on the role of a flagship technical university in ensuring the economic security of the Nizhny Novgorod Region examined the university as an element of regional resilience.[5]
In 2019, a co-authored work was published on approaches to assessing the contribution of Russian universities to the implementation of national projects.[6] In total, the results of his research have been published in 124 works, including six monographs; he participated in seventeen research projects commissioned by the Ministry of Education and Science and under contracts with industrial enterprises.[2]
Under my leadership, the Program for the Strategic Development of NSTU named after R. E. Alekseyev was developed and successfully implemented.[2]
Development Programs
Among his achievements, Shiryaev lists the implementation of projects under government resolutions on university–industry cooperation, on support for innovation infrastructure, and on attracting leading scientists; the development program for the technical university as the flagship university of the Nizhny Novgorod Region for 2017–2021; and the program for its transformation into a center for the technological and social development of the Region for 2018–2020.[2]
He later worked at Lobachevsky University, where under his leadership the Priority-2030 and Advanced Engineering School projects were launched and a regional technology transfer center was established, and subsequently at Sirius University.[2]
