The master plan for integrated territory development (ITD) near the Kanavinsky Market is a 2026 urban planning project that provides for the demolition of dilapidated buildings and the construction of new housing in the Kanavino district of Nizhny Novgorod. The master plan and draft government resolution of the Nizhny Novgorod Region were published on the website of the regional Ministry of Urban Development and Agglomeration Development of Nizhny Novgorod Region on 31 August 2026.[1][2] The project is to be completed within seven years of the contract being signed.[6]

Project boundaries and parameters

The site covers 2.23 hectares and is located within the boundaries of Boris Rutkovsky Street, Nikolay Pakhomov Street, Anatoly Grigoryev Street, Iyulskikh Dney Street, Oktyabrskoy Revolyutsii Street Street, and Chkalov Street — between the Central Market and the Valery Chkalov square.[1] The project is divided into four zones. The total area of new construction will amount to 47,300 square metres, of which 31,400 square metres are allocated for residential use.[2][5] The projected population capacity of the new microdistrict is 1,047 people.[1] The ITD project will enable approximately 120 residents to improve their housing conditions.[5][6]

Demolition of existing structures

The project boundaries encompass 30 properties subject to demolition or already demolished.[2] Eleven residential buildings and 14 non-residential buildings are to be demolished.[1] Among the residential properties are two private houses (nos. 22 and 25A on Chkalov Street) and nine apartment buildings at the following addresses: Obukhov Street, 3; Obukhov Street, 5; Obukhov Street, 10; Volskaya Street, 2; Chkalov Street, 12; 16; 18; 19; 20. The floor areas of the buildings range from 74 to 563 square metres; most are two-storey structures. The largest building is at Volskaya Street, 2 (built in 1958, 16 apartments). Only one building — no. 3 on Obukhov Street — has been declared unsafe; the others have been included in the programme on other ITD criteria.[1]

Among the 14 non-residential buildings are six structures on Vitebskaya Street (a warehouse, a garage, office buildings, a carpentry workshop, and a building belonging to the Vesna garage cooperative), the Volodya Dubinin Children's Library (Chkalov Street, 27), and a food service establishment (Chkalov Street, 6A).[1][4] The ITD implementation is planned in two stages: the first stage involves the construction of three facilities and the demolition of 13, while the second involves the construction of two more facilities and the demolition of 17.[2]

Planned construction

The first zone (north of Obukhov Street) will feature a 14-storey residential building. The second zone (between Obukhov and Chkalov streets) will include a new development of two blocks ranging from 1 to 18 storeys. The third zone (between Chkalov and Vitebskaya streets) will have four multi-storey buildings of up to 16 storeys. The fourth zone (in the Volskaya Street area) will include a three-storey kindergarten with 120 places, which is to be built as a priority.[1][6]

The demand for school places (105 places) will be met through existing institutions: 39 places at Gymnasium no. 50 and 68 places at School no. 52, which will become available following the construction of a new building on Ukrainskaya Street.[2] The new microdistrict will provide 283 parking spaces, with no fewer than 45% of them to be located within buildings, including underground car parks.[2] The total green space area will exceed 6,000 square metres.[5][6] As part of their investment obligations, the investor is required to reconstruct the boiler house at Chkalov Street, 9G and the heat supply networks, as well as to build a transformer substation and create a closed stormwater drainage system.[2][6]

Resident participation and next steps

Meetings of apartment owners in the buildings falling within the ITD boundaries are scheduled to take place before the end of September 2026 — at these meetings the question of including the buildings in the integrated territory development programme will be decided.[5][6] The Minister of Urban Planning and Agglomeration Development of Nizhny Novgorod Region, Darya Shunaeva, described the Kanavino district as "a landmark place in the history of Nizhny Novgorod, where tradition and modernity intertwine".[5][6]
