Kulibin SEZ, a special economic zone (SEZ) of Nizhny Novgorod Region, was established in 2020 on the territory of Dzerzhinsk. By 2026, the zone had become one of the country's leading preferential territories: 56 resident companies plan to invest more than 160 billion rubles in their projects.[1][2]
Place in the national ranking
On October 22, 2026, the Governor of Nizhny Novgorod Region Gleb Nikitin announced that the Kulibin SEZ had risen to second place in the National Investment Attractiveness Ranking of Special Economic Zones of Russia.[1][2] According to Nikitin, the improved position resulted from changes made since the previous ranking assessment: an additional territory in Bor of more than 117 hectares was added to the SEZ, and the first production facility opened at the state-run site in Dzerzhinsk, where infrastructure for residents is being built from scratch.[1][2] The Region also held negotiations with a number of potential investors, whose project details were not disclosed.[2]
Context
Since 2025, "Increasing Investment Activity" has been one of the federal projects of the national project "Efficient and Competitive Economy," initiated by Russian President Vladimir Putin.[1]
