The Institute for Agglomeration Development of Nizhny Novgorod Region is a regional state institution engaged in urban planning and the development of master plans for the integrated development of territories (CRT) in Nizhny Novgorod Region. It has operated since at least early 2022.
Activity
The institute develops master plans for large territories subject to integrated development. In January 2022, the institute prepared the master plan for Olgino Integrated Development Zone» — a flagship regional project covering about 300 hectares, providing for the construction of approximately 1.4 million square meters of housing for around 46,000 residents. The document was approved by the Ministry of Urban Development and Agglomeration Development of Nizhny Novgorod Region.
In the fall of 2025, the institute developed a master plan for the integrated development of the territory of the «Vodnik» stadium, covering five plots with a total area of about 4.7 hectares within the boundaries of Volodarsky Street, Gruzinskaya Street and a number of adjacent blocks. The parameters of the CRT were approved by the regional headquarters for urban development policy implementation, chaired by deputy governor Sergei Morozov; the concept was presented on November 17, 2025.
Documents developed by the institute undergo approval by the regional urban development policy headquarters and the architectural council under the relevant ministry, after which they serve as the basis for attracting CRT operators and beginning construction.
