Igor Ippolitovich Belyayev (August 20, 1910, the village of Muravyovo, Ustyuzhensky Uyezd, Novgorod Governorate — June 5, 1984, Gorky) was a Soviet hygienist, Doctor of Medical Sciences, professor, and corresponding member of the USSR Academy of Medical Sciences. From 1932, Belyayev's life and professional work were tied to Gorky, where for more than three decades he headed the Department of General Hygiene at the S. M. Kirov Gorky State Medical Institute.[1]

Formative Years and Early Career

He was born into the family of a veterinarian, Ippolit Ivanovich Belyayev, and a rural schoolteacher.[3] In 1927 he entered the Faculty of Sanitation and Hygiene at the I. M. Sechenov Moscow State Medical Institute. He originally intended to become a surgeon, but in his third year, influenced by the lectures of N. A. Semashko, he transferred to the newly opening Faculty of Sanitation and Hygiene. His mentors included N. A. Semashko, A. V. Molkov, and A. N. Sysin.[1] In 1932 the faculty held its first graduation, and Belyayev was among the graduates.[1]

Upon being assigned a post, he came to Gorky, where he worked for 18 years as chief sanitary physician of the Kanavino District.[3] During the Great Patriotic War he was not drafted into the army — his work monitoring the cleanliness of water and air and preventing infections in the rear was considered responsible and necessary.[3] In 1944 he defended his candidate's dissertation.[1]

Scientific and Teaching Career

From 1950 he worked at the S. M. Kirov Gorky State Medical Institute, first as an assistant and then as an associate professor. In 1953 he defended his doctoral dissertation and took over the Department of General Hygiene, which he headed until the end of his life, in 1984.[1] He served as dean of the Faculty of Sanitation and Hygiene (1954–1959) and of the Faculty of Pediatrics (1962–1976).[1] In 1969 he was elected a corresponding member of the USSR Academy of Medical Sciences.[2]

His scientific interests encompassed the sanitary protection of water bodies and the hygiene of centralized water supply, primary prevention of malignant neoplasms, psychohygiene, prevention of cardiovascular and endemic diseases, and the hygienic aspects of acoustic loads and vibration.[1] Belyaev developed the hygienic aspects of intensifying water treatment processes at waterworks, substantiated the principles of sanitary protection of water supply sources, studied new preparations for improving water quality, and took part in drafting the first GOST standards "Drinking Water" and "Selection of Sources of Centralized Water Supply."[1] He was the author of 214 published scientific works, including 7 monographs.[1] Under his supervision, 9 doctoral and 21 candidate dissertations were defended.[1]

In the 1960s and 1970s he was active as a member of the council of the All-Russian Society for the Protection of Nature (VOOP). He was a member of the Union of Journalists of the USSR.[1]

Awards and Legacy

He was awarded the Order of the Red Banner of Labor (July 9, 1954) and a number of medals, including the Medal "For Labor Distinction" (September 15, 1961).[2]

He is buried at the Marina Roscha Cemetery in Nizhny Novgorod.[2] Since 1995, a named Belyaev scholarship for students of the Faculty of Preventive Medicine has been established at the Volga Research Medical University.[1] Belyaev was one of the founders of the Belyaev–Utkov–Shalenkov medical dynasty, recognized as the oldest in Nizhny Novgorod Region: 17 of its members have worked in health care, and the family's combined medical service totals about 540 years.[3]
