Baskin Grigory Ivanovich (1866 — after 1926) was a statistician of the narodnik (populist) tendency, one of the prominent zemstvo statisticians of Russia of the late 19th and first quarter of the 20th century. He was connected to Nizhny Novgorod through a period of political exile early in his career.[2]

Biography and career

He studied at the Petrovsky Agricultural Academy in Moscow, where he took an active part in the student movement. For this he was expelled from the Academy twice. After the second expulsion he was exiled from Moscow to Nizhny Novgorod.[2]

He took up statistical work in 1890. From 1898 he served in the Perm zemstvo, where he conducted a number of valuation studies and household censuses across all districts of Perm Province. In 1909, at the demand of the Perm governor, he was dismissed as politically "unreliable."[2]

In 1910 he joined the Samara zemstvo as head of the valuation-statistical department of the provincial administration (uprava). October Revolution this department was reorganized into the Provincial Statistical Bureau, which Baskin continued to head. From 1921 until 1926 he was a member of the Samara provincial executive committee (gubispolkom).[2]

Scholarly works and recognition

Baskin authored a number of methodological works on statistics and regionalization, as well as valuable statistical compendia on Perm and Samara Provinces. In 1925, in Samara and in Moscow, the 35th anniversary of his scholarly and public activity was celebrated at the All-Union Statistical Conference. To mark the anniversary a special publication appeared, "К юбилею Г. И. Баскина (1890–1925)" ("For the Anniversary of G. I. Baskin, 1890–1925") (Samara, 1925), and in 1926 in Pskov V. A. Feofarov's work "Г. И. Баскин и значение некоторых его работ. По поводу 35-летия его научно-общественной деятельности" ("G. I. Baskin and the Significance of Some of His Works: On the Occasion of the 35th Anniversary of His Scholarly and Public Activity") was published.[2] On this occasion selected works were reissued in Samara: "Сборник избранных трудов Г. И. Баскина" ("Collected Selected Works of G. I. Baskin"), vols. I–VI (Samara, 1925). Information about Baskin is contained in the "Granat Encyclopedic Dictionary" (vol. 17), where he is mentioned in connection with the Second State Duma.[3][2]
