On October 20, 2026, a ceremonial "time capsule" laying was held in Nizhny Novgorod at the foundation of the innovative science and technology center "Territory of Health" — a full-cycle complex for the development, production, and clinical testing of domestically made medical devices.[1] Construction is being carried out by JSC Silnex, a resident of the Quantum Valley Innovative Science and Technology Center, as part of the regional project "City of Health".[2] "Territory of Health" is the first cluster of the Quantum Valley Innovative Science and Technology Center, which by that time had 58 residents.[3]

Project parameters

The total area of the complex will exceed 20,000 square meters, and the investment is estimated at more than 2.5 billion rubles.[4] Construction is divided into three phases.

  • Phase one — a research and production module for manufacturing breast implants, testicular and gluteal implants, hyaluronic acid, and biodegradable fillers. Planned capacity is up to 45,000 silicone implants and up to 500,000 units of injectable hyaluronic acid–based products per year. Completion is scheduled for 2028.[1]
  • Phase two — a research and production module for additive technologies and 3D printing, for developing new implant designs and medical materials.[2]
  • Phase three — a cluster of multidisciplinary clinics with an area of more than 14,000 square meters for clinical trials, development of innovative solutions, and training of specialists.[4]

Ceremony participants and partners

The groundbreaking ceremony was attended by the Governor of Nizhny Novgorod Region, Gleb Nikitin; Deputy Governors Egor Polyakov and Andrey Checherin; Deputy Chairman of the regional government Artur Batursky; and the Region's Minister of Industry, Trade, and Entrepreneurship, Maksim Cherkasov.[2] The medical community was represented by Natalya Manturova, Corresponding Member of the Russian Academy of Sciences, chief freelance plastic surgeon of the Russian Ministry of Health, and president of the Russian Society of Plastic, Reconstructive, and Aesthetic Surgeons, and by Yuri Grib, director general of the Institute of Plastic Surgery and Cosmetology. Also present were Alexander Litvinov, head of Silnex; Natalya Sedova, managing director of the management company of the INTC "Quantum Valley"; and Ilya Tikhonov, director of the regional Industrial Development Fund.[2]

The key partner of the project is the Institute of Plastic Surgery and Cosmetology, which will take part in developing the products, their clinical testing, and the training of specialists.[1] At the ceremony, Silnex signed a scientific cooperation agreement with the Nizhny Novgorod Research Institute of Clinical Oncology; a similar document was signed by the Russian Society of Plastic, Reconstructive, and Aesthetic Surgeons and the Ministry of Health of Nizhny Novgorod Region.[2] The regional Ministry of Industry undertook to provide organizational and advisory support to the project at all stages.[4]

Context and significance

The complex is being built in close proximity to the planned "Health City," which will bring together the Regional Clinical Semashko Hospital, the Nizhny Novgorod Research Institute of Clinical Oncology, the new Regional Oncology Center, and the Nuclear Medicine Center. According to estimates, about 100,000 patients a year will be able to receive inpatient treatment at this site, and more than 250,000 more will undergo diagnostics and outpatient appointments.[3] Governor Nikitin described the "Health Territory" as a complex unique in the country, combining scientific research with clinical trials, and expressed hope for the development of medical tourism in the Region.[4] Natalya Manturova, for her part, noted that creating a domestic production base would strengthen the industry's technological independence and systematically resolve the issue of supplying socially significant medical devices, including implants.[4]
