The criminal case over forged documents used to obtain political refugee status in the United States is a high-profile case of 2026 in Nizhny Novgorod. The investigation was completed on September 30, 2026, with the case materials being sent to court. The defendant is a Nizhny Novgorod resident born in 1997 (29 years old at the time the case was referred to court).[1]

Circumstances of the Case

According to the investigation, the defendant was approached through an intermediary with an offer to produce, for a monetary reward, a forged administrative offense report. According to one news outlet, the reward amounted to 500 dollars.[2] Using a computer program (a graphics editor), the man created a fake report form and personally entered knowingly false information stating that a citizen of the Russian Federation had committed acts aimed at discrediting the Russian Armed Forces.[1][3] The finished document was sent by mail to New York, where the customer planned to use it as evidence of political persecution when applying for political refugee status.[4][3]

The FSB Public Relations Center stated that the defendant specialized in producing and selling forged documents that were subsequently used by Russian citizens abroad to obtain political refugee status.[1][2]

Detection and Seized Materials

The illegal activity was stopped by officers of the Russian Federal Security Service (FSB) Directorate for Nizhny Novgorod Region.[5] During searches, more than 150 stamps and seals of various agencies were seized from the detainee, along with at least 200 sets of forged documents.[1] Among the confiscated items were fictitious administrative offense rulings, medical certificates of injuries sustained during detention, written statements, and other papers.[1] According to one media outlet, what was found in the accused's home was effectively a full-fledged workshop for producing forgeries.[3]

Legal Classification and Referral of the Case to Court

The charge was brought under Part 1 of Article 327 of the Criminal Code of the Russian Federation (manufacture for the purpose of use, and sale, of forged forms). The completion of the investigation and the referral of the criminal case to court on September 30, 2026 were announced by the Investigative Committee of Russia and the FSB Public Relations Center. An official comment on behalf of the Investigative Committee was given by agency representative Svetlana Petrenko.[1][5]
