Bakiev Denis Ildusovich (born 8 December 1975, Gorky) is a Nizhny Novgorod politician, a deputy of the Regional Legislative Assembly of Nizhny Novgorod Oblast of the VII convocation (2021-2026), deputy chairman of the assembly, and a member of the "United Russia" faction [2]. Before being elected deputy, he spent five years as a minister of the Nizhny Novgorod Oblast government — the governor's plenipotentiary representative to the Legislative Assembly [3][5]. In the "Nizhny seychas" news agency's 2026 influence rating of ZSNO deputies, he placed fourth and was included in the "strong influence" group [1].
Biography
He was born on 8 December 1975 in Gorky. In 1999 he graduated from the Volga State Academy of Water Transport with a degree in "Operation of Ship Power Plants" [2].
From 2005 to 2010 he headed Yunikor LLC in Dzerzhinsk, and from 2010 to 2012 he worked as deputy mayor of Dzerzhinsk for municipal economy. He then held the posts of deputy director of a nonprofit fund in the Volga Federal District (2012-2013), deputy general director and later general director of the state unitary enterprise "Communal Systems of Moscow Oblast" (2013-2015), and director of development at Yunikor Group LLC (2015-2016) [2].
In 2016 he returned to public service in Nizhny Novgorod Oblast: he headed the municipal policy department of the ministry of internal regional and municipal policy, and in November of that year was appointed a minister of the oblast government — the governor's plenipotentiary representative to the Legislative Assembly [2][5]. In 2018, when Gleb Nikitin's government was formed, he was reappointed to this post [5].
Outside parliament
Bakiev is a co-owner of Dzerzhinsk-based Yunikor LLC: according to the Unified State Register of Legal Entities (EGRUL), he owns 70% of the company, which specializes in the trade of passenger cars [6]. Within the party, he heads the regional control commission of the Nizhny Novgorod branch of "United Russia" [2].
In the Legislative Assembly
In September 2021 he was elected a deputy of the VII-convocation Legislative Assembly and, together with two other members of the oblast government, resigned from his state post [3]: the position of minister is incompatible with a deputy's mandate. In the new convocation he took the post of deputy chairman of the assembly [1][2].
Among his public initiatives is the fight against vapes: in summer 2026, while discussing an oblast law on fines of up to a million rubles for selling vapes, Bakiev proposed raising with the federal center the question of a complete ban on their import into Russia [4].
In "Nizhny seychas"'s 2026 influence rating of ZSNO deputies he placed fourth and was included in the "strong influence" group; political commentator Alexander Markov named Bakiev, alongside fellow deputy chairman and United Russia faction leader Alexei Antonov, as a possible successor to Evgeny Lyulin as chairman of the assembly [1].
